Job Description
The Procurement Quality Manager (PQM) will liaise between Zachry Engineering (ZEC), Suppliers, and Owners to ensure all equipment and materials purchased meet specifications before arrival at the work location for installation. This position can be "remote" and work out of our Hammond, Downers Grove, San Antonio or Houston locations.
The selected candidate will evaluate the quality-related competency of potential suppliers by specifying, reviewing, and validating quality-related documents and processes, developing plans for inspecting the work at manufacturing facilities, and working with third-party agencies to ensure that the services provided meet all expectations regarding inspector qualifications inspection preparation, quality and efficiency of inspection execution, quality and completeness of reporting, and follow-up. The PQM will also create and process the documents required to utilize third-party inspection firms to conduct inspections such as purchase orders and invoices.

The employee will be required to communicate in person, via telephone, or email, use arm/hand steadiness, manual dexterity, finger dexterity, multi-limb coordination, oral expression, and comprehension, and may be required to lift, carry, and move objects safely. The employee must also be able and willing to work in a hands-on environment.
Work Environment
Will work in a general office environment, and there is a chance of being outside in a field setting and/or visiting manufacturing or fabrication shops.
Candidate must be capable of operating and functioning in a fast-paced work environment. Must possess a vision (corrected or uncorrected) that allows for clear visibility from a distance of 20 inches or less. The location will contain light to heavy equipment vehicles, small to large equipment, materials, communication equipment and tools, people standing, walking, sitting, signaling and talking, bells, whistles, and alarms.

Responsibilities
- Assure compliance with Zachry Enterprise Procurement policies and procedures.
- Provide technical direction to shop inspectors, perform discipline lead duties, and/or interface with other disciplines following departmental standards.
- Act as a single point of contact for Quality related issues, if required
- Utilizing Shop Surveillance plans, schedule and coordinate inspections in supplier shops
- Create and track purchase requisitions/orders for inspection services
- Review inspection agency invoices and approve
- Receive inspection reports and coordinate reviews by the Zachry Technical Specialist
- Maintain a document archiving system for easy filing and retrieval of inspection reports and other documents.
- Ensure all supplier documents required for customer turnover are collected and accurately compiled.
- Create inspection specification packages for inspector use during inspections.
- Represent the quality group at kickoff, pre-inspection, and regular project status meetings.
- Maintain effective working relationships with internal and external partners and stakeholders.
- Review purchase orders, drawings, and specifications to determine the requirements and level of inspection required for the items of the purchase orders.
- Develop supplier inspection plans and schedules based on supplier criticality, project budgets, industry specifications / best practices, and client requirements.
- Attend pre-award meetings when necessary.
- Attend pre-inspection meetings when necessary.
- Conduct inspection requirements meetings with the suppliers before commencing work to review the levels of inspection required during the manufacturing or fabrication process.
- Communicate surveillance and quality-related matters to clients, project management, engineering, logistics, expediting, and procurement personnel.
- Communicate with responsible engineers in the identification and resolution of quality issues.
- Review technical reports to confirm compliance or describe noncompliance and proposed resolution methods.
- Provide technical direction and expertise to Quality and Procurement personnel.
- Maintain effective relationships with suppliers and project team members.
- Ability and willingness to travel up to 20%, if required.
- Comfortable managing multiple tasks concurrently.
- Understand the technical, organizational, managerial, and business issues related to operations management.
- Use smartphone, tablet, and personal computer to support electronic mail and standard Microsoft Office software. Must be able to design or modify database tools to address the project's needs.
- Carry out other duties as specified by the Director, Procurement Quality
- High School Diploma or GED
- 7+ years' experience as an inspector or craftsman in related manufacturing or construction
- Knowledge of writing, reading, and interpreting Inspection Test Plans
- Knowledge and familiarity with interpreting Engineering specifications and drawings
- Minimum Level 1 certification in one of the following NDT methods (VT, PT, MT, RTI, UT)
- Current AWS CWI / CAWI
- Ability to work independently with little or no supervision
- Familiar with Industrial fabrication and manufacturing processes
- Familiar with various Engineering disciplines
- Familiar with industrial commodities
- Familiar with Expediting and Supplier Quality Surveillance practices.
- Bachelor's degree (15+ years' experience may be equivalent)
- NACE Level 1
- Prior/ current certification to API-510
- Working knowledge of applicable quality management & quality planning (ISO 9000/9001)
- Familiarity with Document Management systems and repositories
