Minimum/General Experience: 5 years of recent contract administration experience supporting a federal government contractor; National Contract Management Association Certified Professional Contract Manager,™ Certified Federal Contract Manager,™ or Certified Contract Management Associate (preferred) Minimum Education: Bachelors' Degree in Business Administration or related field Essential Skills/Qualifications: Excellent experience analyzing contract terms and conditions ensuring compliance with federal government regulations, corporate policies, and legal best practices (e.g., Non-Disclosure Agreements, Teaming Agreements, Subcontract Agreements, Contract Modifications/Amendments) Excellent experience maintaining contract documentation, tracking contract performance, and ensuring timely submission of contract deliverables and reports Above average experience conducting detailed reviews of federal government solicitations, contract terms and conditions, and providing recommendations regarding potential risks or opportunities in contract language Above average experience supporting the full federal government contract lifecycle, from proposal preparation and submission to contract closeout Above average knowledge of federal government procurement processes, the Defense Federal Acquisition Regulation (DFAR), the Federal Acquisition Regulation (FAR), and agency acquisition regulations Above average knowledge of Federal Government contract types (e.g., Indefinite Delivery Indefinite Quality (IDIQ), Fixed Firm Price (FFP), Time and Materials (T&M), Cost Plus Fixed Fee (CPFF)) Experience participating in federal government proposal reviews against contract requirements Excellent collaboration skills Excellent experience using the Microsoft (MS) Office Suite (e.g., Excel, PowerPoint, SharePoint, Word) Excellent organizational skills with the ability to multitask Excellent verbal and written communication skills Excellent judgment with proven ability to identify problems and deal with complex issues Strong analytical and problem-solving skills, particularly on challenging, complex, and difficult issues to develop solutions that address root causes Strong negotiation skills Strong integrity and accountability Flexible, adaptable, and resourceful when managing changing timelines and multiple deliverables Security: Ability to obtain/maintain a DoD Clearance U.S. Citizenship DoD Clearance Consists of a review of up to but not limited to:   Covers 5-10 year period and in some instances lifetime events  OPM Security Investigations Index (SII)  DOD Defense Central Investigations Index (DCII)  National Agency Check (NAC) records  FBI name check   FBI fingerprint check  Credit report check  A check of local law enforcement agencies with jurisdiction over the areas where the applicant has lived, worked, or attended school  Education check- Attendance and Degrees  Employment verification -may include interviews of supervisors and/or co-workers  Corroboration of unemployment.   May include reference interviews  May include interviews of the individual, former spouse (s)  Confirmation of all residences  Verification of public record information  Tasks/activities include, but are not limited to: Perform cradle to grave contract and subcontract administration Prepare/Analyze Non-Disclosure Agreements, Teaming Agreements, Subcontract Agreements, Modifications against Oxley checklists, legal best practices, and federal government regulation compliance Analyze potential risks involved with specific contract terms Coordinate agreement reviews with external legal consultants Negotiate and/or coordinate negotiation of contract terms, including pricing, delivery schedules, and scope changes with external partners/vendors/government personnel Oversee/modify/obtain General Services Administration (GSA) schedules Ensure that employees understand and comply with company contracts Track agreements, contract status, contract changes, contract risks, contract functional metrics, and contract deliverables using Oxley processes and Trackers Develop and implement contract management policies and procedures Monitor and report on contractual compliance Coordinate across the organization for project and contract obligations and activities Coordinate with Service Delivery to establish budget, deliverable timelines, and reporting requirements Coordinate with Corporate Infrastructure on insurance requirements Coordinate with Accounting for invoice procedures, approvals, and communication Coordinate with Technology for dashboard data inputs, data analysis, and data displays Coordinate with Business Development (BD) and Marketing for customer intelligence, project performance and impact, project data, and pricing Coordinate with Recruiting for project employee vacancies and forecasts Support company growth efforts Analyze and support government Request for Proposals (RFPs) Collaborate with the BD and proposal teams during the pre-award phase to ensure contract compliance and address contract-related issues in proposals Provide input on pricing strategies, contract structure, and proposal compliance with federal regulations Compensation & Benefits: The annual projected pay range for this position is $63,848.00 - $122,088.00 with consideration being given to various factors including but not limited to qualifications, experience, job responsibilities, and geographic location.
