Summary About the Position: This Program Analysis Officer position is assigned to the Program Executive Office, Command, Control, Communications, and Network (PEO C3N), Business Management Division, located in Aberdeen Proving Ground, MD. This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position in the NH-04 broadband with an advertised pay range from the lowest equivalent GS grade 14 Step 1 to the highest equivalent GS 15 grade step 10 in the broadband. Responsibilities Serves as senior technical advisor on budget execution and impact on program requirements. Interprets Department of Defense and Department of Army guidance and develops policy recommendations to the Project Manager. Serves as an expert advisor to the Project Manager/Program Executive Officer regarding the status, efficiency, or effectiveness of a broad range of acquisition programs. Responsible for the overall planning, direction, and success of substantial programs, systems development efforts, acquisition, and research and development initiatives. Performs the full range of technical and administrative supervisory duties. Specialized Experience: One year of specialized experience is defined as: 1) Develop financial policies and regulations for assigned program initiatives; 2) Manage programs within a Project Management office to ensure requirements are accomplished; 3) Manage the acquisition lifecycle of products/programs to include cost, schedule, and performance; and 4) Develop programmatic documentation such as Acquisition Plans, Acquisition Strategies, Justification and Authorization, Statements of Work, and spend plans. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03)/GS-13. Position is Telework eligible, as determined by agency policy. This is a DoD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities.
