Duties Provide oversight, guidance, and direction of work on local and wide area network, network operations, remote access, classified and operational networks, cable plant, backup power systems, and security infrastructure. Grow the NASA Integrated Operations Center (NIOC) team through recognition, resolution of personnel matters, and training and development Edit, complete, and integrate the work generated by subject matter experts within NASA's NIOC, such as local and wide area network, network operations, remote access, classified/operational networks, power systems, or security infrastructure. Serve as coach and facilitator in coordinating team initiatives, policy implementation, and consensus building related to Integrated Operations systems. Oversee Integrated Operations performance management and policy/process compliance (management controls for Objectives and Key Results, Key Performance Indicators, Key Risk Indicators). Ensure the effectiveness, management, and execution of technical requirements for the enterprise architecture of the Integrated Operations Services. Coach team in selection and application of appropriate problem solving methods and techniques; lead team in identifying, distributing, and balancing workload among employees; arranging team training; monitor/report on status and progress of work. Perform planning, monitoring, management, execution, and reporting related to contractual statement of work and fiscal responsibilities of assigned work packages in support of Integrated Operations. Qualifications Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level: Generating and/or applying theories, principles, practical concepts, systems, and processes related to some or all of the following areas: Network Services, Application Software, Operating Systems, Systems Analysis, Policy and Planning, Security, Cybersecurity, Data Management, Internet, Systems Administration, Customer Support, or Enterprise Architecture; Coordinating across enterprise IT organization(s) to collaborate, research, learn and/or implement operational capabilities while applying a wide range of qualitative and/or quantitative methods to assess service delivery effectiveness; Developing and delivering IT related briefings, project papers, status/staff reports, and correspondence to managers; AND IF you are qualifying based on experience, you MUST also have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
