Description Oversee the day-to-day operations and activities related to District investigations and an investigations team. Create, maintain, and implement investigations processes and policies via a Procedures Manual, playbooks, and standard operating procedures. Support and manage the District's hotline by reviewing all cases received and assigning or disseminating them accordingly. Review and assess all allegations received via the District's Critical Incident Report System. Assist to oversee the department's responses to Public Information Requests (PIRs). Manage the onboarding, hiring, and training for investigation staff and support staff. Ensure staff complete investigations in compliance with District policies and internal policies. Review, provide support, and approve investigation plans, interview questions, and investigation files. Edit, review, and approve memoranda of interviews, preliminary investigations, reports of investigation, and other investigation documentation. Communicate investigation updates regularly to Executive Director, School Leadership, or outside agencies as necessary. Participate in grievance hearings, Texas Education Agency hearings, and Title IX hearings. Maintain current knowledge on investigations methodology, processes, and procedures, along with staying abreast of best practices through organizations and agencies such as Association of Certified Fraud Examiners (ACFE), Association of Workplace Investigators (AWI), ATIXA, and the EEOC. Perform all other tasks and duties as assigned. All federally funded incumbents of this position must comply with time and effort reporting requirements through personnel activity reports or periodic certification, as appropriate. TITLE IX MAJOR RESPONSIBILITIES: Manage and oversee the Title IX investigation process. Provide guidance and support to the investigator to include reviewing the Title IX formal complaint, preserving and gather relevant evidence, and creating an investigation plan. Approve and discuss with the investigator what interviews to conduct and outline a potential schedule. Ensure the investigator abides by all Title IX processes and procedures, to include providing a notice of interview to the complainant and respondent and completing the complainant, respondent, and witness interviews. Liaison with the Legal Services Department, law enforcement, and external counsel as necessary. Review, edit, and approve the investigative report to submit to the Title IX Coordinator. Remain knowledgeable of current laws and regulations relating to Title IX. Provide ongoing updates to the Title IX Coordinator and Executive Director. Qualifications Bachelor's Degree from an accredited college or university. Five to seven years administrative investigative experience. Knowledge of federal, state, and local laws, ordinances, and policies. Demonstrated knowledge of the techniques, methods and procedures used in gathering evidence and conducting investigations. Investigate leads, secure facts and examine evidence and scenes to establish the extent of violations. Must be proficient in Microsoft Office Professional, particularly in Excel and Access databases.
