Job Title: Senior Project Development Manager Client: Los Angeles Unified School District (LAUSD) Job Type: Full Time Position Summary: The Senior Project Development Manager will play a pivotal role in managing and guiding the design, planning, and execution of large-scale capital projects within educational facilities. This position entails oversight of architectural planning, contract administration, cost estimation, scheduling, and the successful coordination of all pre-construction activities. Working closely with the Facilities Asset Development Director, the Senior Project Development Manager will ensure that projects align with district standards, are completed on schedule, and remain within budget. This role requires extensive experience in facilities design, particularly within the educational sector, and offers the opportunity to lead innovative projects that support the enhancement of school infrastructure. Minimum Required Qualifications: Experience: At least fifteen (15) years of full-time paid professional experience managing the facilities design, planning, or coordination of capital projects, with responsibilities in overall design, contract administration, cost estimating, and scheduling activities. Educational Facilities Experience: A minimum of five (5) years in design, planning, and construction of educational facilities. Education: Bachelor’s degree in Architecture, Engineering, or Construction Management from a recognized college or university. Preferred Qualifications: Additional coursework in Business Administration, Public Relations, Accounting, School Finance, Personnel Management, Educational Facilities Planning, or Communication. A valid Certificate of Registration as an Architect by the California State Architectural Board or as a Professional Engineer by the State Board for Professional Engineers and Land Surveyors. Construction Manager (CCM) credential by the Construction Manager Certification Institute (CMCI). LEED Professional Accreditation. Proficiency in Building Information Modeling (BIM). Experience with LEED or Collaborative for High Performance Schools (CHPS) projects. Familiarity with Division of the State Architect (DSA) construction and design processes. Demonstrated expertise in construction management. Key Responsibilities: Project Development and Coordination: Assist the Facilities Asset Development Director in defining project scope and overseeing architectural planning, design, funding, and development for school facility projects. Pre-Construction Planning: Plan and coordinate pre-construction activities for new school construction and modernization projects. Oversight of Project Schedules and Budgets: Provide functional direction in managing pre-construction project schedules, cost control, dispute resolution, and quality assurance. Project Monitoring: Regularly review project status to track and address schedule and budget variances. Interdepartmental Collaboration: Coordinate pre-construction program activities with various district departments, including Environmental Health and Safety, Real Estate, Community Outreach, School Management Services, and Facilities Contracts. Issue Resolution: Resolve pre-construction project challenges, including schedule conflicts, differing opinions, and disagreements on project design and planning approaches. Policy Implementation: Recommend and implement policy innovations and procedural improvements at the program and project levels. Stakeholder and Agency Coordination: Facilitate coordination with utility and government agencies to support timely project completion across all phases. Bid Review and Fiscal Management: Assess bid specifications, monitor fiscal performance, review submitted payment applications, and manage financials across multiple design and construction projects. Public and Board Presentations: Deliver presentations to Board Members, District administrators, and representatives of public agencies to communicate project status and milestones. Additional Duties: Perform other related responsibilities as assigned.
