Minimum Qualifications Bachelor's degree in Finance or related field. A minimum of four years of experience in financial or budget management and administration, including supervisory experience, is required.

Recruitment Notes The Chief of Finance will serve as a senior leader in the Miami-Dade Parks, Recreation, and Open Spaces (PROS) Department. This role involves managing the department’s financial strategy, ensuring compliance with county and GASB policies/standards, and driving innovation in financial reconciliation. The ideal candidate will work closely with senior management, division chiefs, and external partners to foster an integrated approach to financial planning and resource sharing.

Key responsibilities include:

Developing and implementing financial strategies that align with PROS’s mission.

Overseeing all financial reporting, audits, and compliance with county, state, and federal regulations, maintaining transparency and accountability.

Leading and mentoring a high-performing finance team, promoting professional growth, training, and succession planning to support department needs and enhance team capacity.

Desired skills and competencies:

Proven track record of managing large budgets across multiple enterprises/funds in a complex organization.

Strong analytical and problem-solving skills, with the ability to interpret financial data, identify trends, and make informed decisions.

Excellent communication and interpersonal skills, with the ability to effectively engage stakeholders across all levels of government and the community.

Familiarity with ERP systems and proficiency in financial reporting tools.

Demonstrated ability to innovate and enhance operational efficiencies within financial processes.

License as a Certified Public Accountant is highly desired.

Knowledge of Miami-Dade County financial policies and practices is highly desirable.
