Senior Business Analyst and Process Specialist

who is driven to enhance business operations with a focus on privacy and compliance to join our project team at a major Federal agency.

US Citizenship is required for this role. In addition, the selected applicant must submit to a government background investigation and be favorably adjudicated before their first day.

The Senior Business Analyst supports the development and modernization of business processes for the Senior Agency Official for Privacy (SAOP). This includes assessing workflows and business processes to identify areas of privacy risk reduction, ensuring appropriate documentation required by law, compiling content for agency-wide and role-based privacy training, managing and facilitating meetings, weekly meeting briefing preparation, and meeting minutes. He/she collaborates with the client to understand the compliance requirements for records management and other information disclosure laws, including the Freedom of Information Act.

RESPONSIBILITIES: Process Development & Modernization: Assess and modernize business processes to enhance the effectiveness of the Senior Agency Official for Privacy (SAOP). Risk Assessment: Identify and evaluate workflows and business processes to pinpoint areas for reducing privacy risks. Documentation Compliance: Ensure the organization maintains appropriate documentation required by privacy laws and regulations. Training Development: Design and implement agency-wide and role-based privacy training programs to promote compliance and awareness. Records Management: Inventory and develop a system of records notices in accordance with federal requirements. Support for OMB SAOP: Provide additional support for the Office of Management and Budget (OMB) SAOP, which may involve cross-cutting initiatives related to records management and compliance with information disclosure laws, including the Freedom of Information Act (FOIA). Collaboration: Work closely with cross-functional teams to ensure privacy considerations are integrated into all relevant business processes and compliance efforts.

REQUIRED SKILLS & EXPERIENCE: A minimum of 7 years of experience overall with a minimum of five (5) years experience serving as a Business Analyst on technical IT projects, preferably in a privacy or compliance-related role. Experience in documenting business processes and identifying areas for improvement. Ability to act as a liaison between clients, analysts, and other stakeholders during all phases of the project and comfort in collaborating to define as-is and to-be processes. Strong understanding of privacy laws and regulations, including the Freedom of Information Act (FOIA). Strong written and verbal communication skills that translate well into processes that various end-users can understand and effective training and collaboration with stakeholders. Proven ability to provide detailed, comprehensive, testable, and traceable process components in a number of formats including, but not limited to Business Requirements, Functional Requirements, Data Requirements, System Software Specifications, Use Cases, etc. Understand Agile software development methodologies, values, and procedures. Ability to work as part of a team and build collaborative relationships. Independent problem-solving skills, strong analytical abilities, creativity, and a 'helping others helps us all' personality. Excellent time management and ability to juggle multiple tasks under strict deadlines. Strong analytical and systems thinking skill set; ability to apply technical solutions to broad, complex problems. Ability to talk to clients about technology with the understanding that clients are not themselves technologists, with the political savvy to know how to phrase issues to reassure rather than overwhelm clients. Experience in reporting to and building rapport with program & project team members, stakeholders, and high-level government executives.

PREFERRED SKILLS & EXPERIENCE: Familiarity with privacy risk assessment methodologies and tools. Experience developing training materials and conducting workshops. Knowledge of records management practices and system of records notices. Understanding of cross-cutting compliance issues and their implications for business processes. Previous experience working with government agencies or regulatory bodies is a plus. Documentation and toolsets (e.g. Confluence and Jira) expertise. Project Management Professional (PMP) and/or Agile (e.g. CSM) certifications. Experience in documentation standards and methods.

EDUCATION: Bachelor's degree in Business Administration, Information Management, Public Policy, or a related field. A master's degree or relevant certifications in privacy or compliance is a plus.

Internal title/grade: Business Analyst 6 Salary Range: $93,400 - $135,000
