The Mission of the San Francisco Department of Public Health (DPH) is to protect and promote the health of all San Franciscans. DPH strives to achieve its mission through the work of multiple divisions - the San Francisco Health Network (SFHN), Population Health Division (PHD), Behavioral Health Services (BHS), and Administration. Under policy direction of the Department of Public Health (DPH) Chief Operating Officer (COO), the 0943 Manager VIII DPH Chief Financial Officer (CFO) is an executive level administrator responsible for all functions and activities of the Department of Public Health’s Finance Division. The CFO directs and oversees the department’s financial activities, partners with executive leaders within DPH to advance the strategic goals of the organization, and advises the COO, Director of Health, and Health Commission on actions to improve and maintain the financial standing of the department. Essential Duties
The Chief Financial Officer (0943 Manager VIII) performs the following essential job functions: Directs and oversees financial management activities including: long-range financial planning, budget development, financial analysis, accounting, reimbursement, eligibility, billing and collections, health information management, payer contracting and relations, capital project financing, and management of financial information systems. Develops and implements goals, objectives, policies, and priorities; determines service levels and resource allocation in support of the department’s strategic goals and objectives. Supervises a team of over 500 employees; monitors the work of and coaches subordinates to improve performance. Makes recommendations and drafts policy to the Chief Operating Officer, Director of Health, and Health Commission concerning all matters related to finance. Directs department-wide budget development and controls, budgetary goal setting, and budget process definition. Implements and closely monitors budgeted expenditures and revenues; provides executive management with an early warning and practical options to potential cost overruns. Oversight on capital financing programs for the department and makes determinations regarding financial feasibility of capital programs. Reviews, develops and implements City and departmental policies and procedures related to general accounting and accounts payable processing. Develops long-range plans and financial forecasts, including by analyzing the fiscal impact of proposed and new federal, state, and local legislation or policies. Directs the design and preparation of financial reports, studies, and analysis on financial matters for executive leaders and policy makers. Communicates regularly with executive-level management regarding the Department's activities. The Chief Financial Officer (0943 Manager VIII) performs other duties as assigned and required. How to Qualify
Education:
Possession of a bachelor’s degree from an accredited college or university; AND Experience:
Five (5) years of financial managerial experience in a large public health department or public agency, which must include supervising employees. Education Substitution:
Additional experience may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). Experience Substitution:
Possession of a master’s degree may substitute for a maximum of one (1) year of the required experience. What Else Should I Know?
