MDH, Prevention and Health Promotion Administration, Baltimore, MD 21202 POSITION DUTIES:
The main purpose of this position is to oversee all budgetary, accounting and other fiscal matters of assigned programs housed within the Administration, which has an annual budget of approximately $106 million consisting of General, Federal and Special Funds. This position will be responsible for developing recommendations for budget/expenditure plans and providing in-depth analysis of spending affordability, provides oversight of assigned federal grants (block grants, categorical grants and contracts) and Special Fund revenue sources, and assures compliance with federal expenditure reporting requirements (quarterly/annual reporting). This position will provide supervision and training to subordinate fiscal staff to ensure consistency in fiscal management within PHPA. This position will share responsibility as a coordinator of all FMIS tracking activities and for developing and maintaining PHPA’s internal financial tracking systems and ensuring the accurate completion of federal fiscal reports in assigned program areas. This position will also ensure adherence to State and Federal regulations and all special conditions associated with the various fund sources of assigned program areas. MINIMUM QUALIFICATIONS: Experience: Nine years of experience in budget preparation, presentation and execution. Notes: Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and five years of experience in budget preparation, presentation and execution for the required experience. Candidates may substitute graduate education from an accredited college or university in accounting, business administration, economics, finance, political science or public administration at a rate of 30 credit hours for five years of required experience. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the required experience. DESIRED OR PREFERRED QUALIFICATIONS: Experience and proficiency in utilizing accounting principles. Experience/knowledge in utilizing Microsoft Office Suite. Experience in monitoring multiple budgets/expenditures and conducting detailed analysis while multitasking. Experience in tracking and projecting expenditures. Experience/knowledge of federal awards and the Maryland Department of Health financial system. SELECTION PROCESS:
