Job Summary
As director, you will be responsible for managing both the public works and code enforcement functions of the department.
Job Description The division of public works has primary responsibility for the care and maintenance of city property, material apparatus, and equipment. The division is specifically responsible for the maintenance of all parks and recreational fields and playgrounds as directed by the Department of Recreation. In addition, the division oversees the city's sewer and underground infrastructure and ensures the maintenance and proper working conditions of town roadways, including appropriate lighting, safety, repairs, and upgrades; it also oversees snow and ice removal operations. The division furnishes engineering advice to the mayor, the council, and all officers, department boards, and commissions. Finally, the division makes street crossings and maintains traffic signs as directed by the Chief of Police.
The division of code enforcement enforces the state building code, the city's zoning ordinance, the city's trash ordinance, and the city's ordinance for minimum housing standards. The division issues permits, reviews blueprints, reviews zoning and legal use matters, issues Certificates of Occupancy for businesses and residences, and issues fines for non-compliance. The division also processes water and sewer connection applications, as well as road permits.
Generally, the director position is responsible for creating and administering the department's budget, executing the strategic goals of the Mayor, and managing the deputy director and the DPW Foreman directly. The Director will also be required to evaluate work and employees as needed while ensuring an adequate level of staffing and proper training of employees for each division. Finally, they will need to respond to problems or inquiries from employees, officials, or the public and provide recommendations for resolution.
Qualifications The director shall have at least five (5) years of experience in construction, landscaping, project management, or comparable roles in a supervisory capacity. Particular preference will be given to those with a demonstrated ability to manage logistics and build project plans and processes, supervise in a unionized workplace, and experience working with/for Rhode Island Municipal governments or the state's Department of Environmental Management or Transportation. Must possess the ability and knowledge to interpret documents, ordinances, operating manuals, and maintenance instructions accurately. Must maintain accurate reports and official correspondence and have the ability to speak effectively to groups or employee organizations.
May be required to attend Municipal District and Superior Court sessions when necessary. Also, must be able to handle after-hours emergencies. The job requires fieldwork as well as office work.
Education and Experience Must have relevant experience as described above and a valid driver's license. In addition, preference will be given to those with:
Degrees or certifications in engineering, project management, public administration, or a related field
Computer skills such as experience with Microsoft Office and/or project management software
Bi-Lingual-Spanish/Portuguese desired
