Position Overview Qinetiq US is seeking an experienced Sr Supply Chain Manager - Material Program Manager supporting the Program Management Office (PMO) that manages the OCONUS Aerostat Surveillance program. The program leverages aerostat systems to provide persistent surveillance and detection capabilities, to the U.S. Government customer and NATO Alliance country. Responsibilities Preparation and administration of subcontracts, task orders and subsequent amendments. Participates in teaming agreement and strategic marketing alliance negotiations between company and outside sources. Reviews client solicitations received by company and provides recommendations regarding outsourcing requirements to business management proposal team. Negotiation of pricing, terms and conditions, analyses of price and creation of the subcontract document. Work with subcontract partners to develop a Winning proposal (cost and technical solution) for assigned campaigns. Monitor the subcontractor's performance, including the management of the deliverables and payment of invoices. Keeps fully informed on all subcontract standards, plans and policies. Prepares and supports subcontract negotiations. Insures that the subcontract is in accordance with legal requirements, customer specifications and government relations. Monitors subcontract performance for conformance to requirements to protect the interest of the company. Maintains contact with Program Managers & Supply Chain managers regarding the performance of subcontract negotiation, preparation and monitoring. Prepares and disseminates information to appropriate employees regarding subcontract status, compliance, modification, deviation, negotiation and termination. Required Qualifications Bachelor’s degree (in Business Administration or technical field) or equivalent, additional training in contract law, and seven to nine years of related (government supply chain or subcontract administration) experience. Ablity to obtain/maintain NATO Secret Clearance. Reports to QinetiQ Supply Chain Director.
