Summary
The primary responsibility of the Director of Housing Operations is to provide leadership and direction for the business affairs and facility management for Bowie State University Housing which includes two Public Private Partnerships - Christa McAuliffe Residential Community (CMRC) and the Entrepreneurship Living & Learning Community (ELLC). Our team members work in partnership with Bowie State University, who will be responsible for providing a residence life program, to ensure a consistent, positive living environment for all students. Essential Duties and Responsibilities
Provide leadership and program management for Bowie State University housing and Maryland Economic Development student housing projects of approximately 2000 beds in total. Serve as primary contact for the University regarding all aspects of operations and facilities for campus housing. Directly supervise 2 Associate Directors and indirectly supervise 8-12 staff in the areas of leasing/marketing, resident accounts, and facilities management. Distribute regular status reports about campus housing including a weekly operations report, weekly leasing report, weekly work order report, and/or annual operations report. Manage operating budget. Includes developing annual budget proposals, presenting budgets to university for approval, ensuring all expenditures fall within budget expectations, planning for unexpected expenses, tracking, and approving expenditures, submitting monthly budget variance explanations, and communicating with corporate accountants. Oversee human resource functions such as benefits, workers compensation claims, payroll processing, hiring, training, and evaluating for direct and indirect reporting staff. Ensure compliance with University, Ownership, Corporate, and legal regulations in housing operations, and develop/execute risk management procedures to safeguard financial and operational integrity. Oversee development, revision, and printing of various publications, including handbooks, manuals, websites, and brochures. Coordinate annual review of all documents and procedures to remain current regarding legal issues, resident changing needs, and University/Corporate/Ownership requests. Supervise creation and implementation of annual marketing plans and social media campaigns to achieve full occupancy. Oversee annual renewal leasing process, assignments, and semester transition leasing activities. Oversee tracking of prospective resident inquiries, application processing, contract signing, occupancy tracking, and assigning of new residents. Oversee accurate tracking and reporting of resident accounts, ensuring timely payment collection, reducing delinquencies, and addressing discrepancies with financial team support. Lead efforts to evaluate, implement, and refine processes and systems related to resident services, billing, and leasing to ensure operational efficiency and continuous improvement. Provide advice regarding the student life program including student development, judicial process management, contract and code of conduct enforcement, student behavior management, and student governance. Document and notify Residence Life of incidents as appropriate. Oversee facility management program including a responsive repair request system with low call back volume, a well-regulated housekeeping program, and ongoing quality improvement efforts. Provide data to the Facilities department regarding vacancies and turnover schedules. Identify vendors and negotiate contracts for services provided. Manage annual “turn” of apartments between contracts including communication with vendors and walking apartments for final preparation prior to move-in. Collaborate with BSU stakeholders to improve resident service functions such as package/mail delivery, key distribution and lockouts, and other typical housing services. Design and implement effective systems and processes so excellent customer service is provided. Communication and liaison with ownership and partner institutions. Administer annual strategic planning efforts including goal setting, satisfaction survey response, and mission statement revisions. Available for emergency response at all times (unless arrangements are made with supervisor). Oversee all aspects of a summer conference program including marketing, contracting, and staffing/service provision (if needed). Serving in the on-call duty rotation (including responding to incidents after-hours and weekends). Work Hours: Monday-Friday 8:00 am – 5:00 pm. Occasional weekend hours and serving on an on-call duty rotation. The work environment is mid-to-high paced. The noise level in the work environment is usually moderate. Has excellent verbal and written communication skills to interact with campus partners, students, staff, families, and community members are needed. Effective time management, attention to detail, and the ability to manage competing priorities will be necessary for success too.
Master’s degree in Student Personnel, Higher Education, Business Administration or closely related field with 5-7 years of experience in Student Housing Operations at a College or University or Bachelor’s Degree with at least 10 years experience in Student Housing Operations at a College or University. Supervision experience of full-time staff members. Must possess strong interpersonal, communication (oral and written) skills, and computer competency. Experience in leasing/marketing operations. Experience in facilities management or asset management including management of operating and capital budgets. Experience managing departmental level, site level or similar operating budgets required. Other Information
