The Senior Manager, Program Operations will provide leadership, operational oversight, and program management direction for the successful implementation of USAID-funded programs and domestic/non-USAID-based programs. This position ensures that all program activities align with EI's goals and are executed efficiently within the defined budget, schedule, and EI quality standards, while ensuring compliance with USAID regulations, policies, and procedures. The position will work closely with project teams, internal corporate teams, and partners to collaboratively facilitate groups to address challenges using a solution-oriented approach. The position leads EI's Program Management Unit (PMU) Service Line in line with the PMU vision to increase project effectiveness by bringing together company knowledge and resources, and disseminating company best practices, policies, tools, and processes. The position efficiently draws on the expertise and engages EI's Contracts, HR, and Finance teams to address issues related to implementation of projects, efficiently teeing up issues and identifying and implementing solutions when necessary. In addition to program management-related duties, the position manages a small team of operations staff and oversees company operations such as office management, leases, vendors, and equipment.

Our remote staff and consultants are based in multiple states within the United States, and across five continents.

RESPONSIBILITIES

Collaborate across internal teams to ensure that the organizational systems required to deliver effective program management are fully functional, optimized for efficiency throughout the project lifecycle, and efficiently implemented across EI projects.

Provide guidance and operational support to program management teams, including ensuring program management staff across the company is well-balanced and project teams have staff needed for program success.

Oversee the overall functioning of the Program Management Unit, including development and execution of annual work plans, facilitating the PM Community of Practice, and identifying and addressing emerging priorities.

Support program management teams with the standing up of and ongoing management of field operations.

Lead and provide ongoing project start-up and close-out support.

Guide and support program managers with emerging challenges and priorities on prime and subcontract agreements, including engaging with prime and subcontract partners as needed.

Oversee implementation and related change management efforts of new or revised program management-related processes, resources, and tools.

Engage with project teams as needed to ensure smooth implementation, coordination, and support across all program activities, acting as a strategic thought partner and problem-solver with project teams.

Ensure compliance with USAID rules and regulations, including financial, operational, and contractual compliance.

Work closely with finance and project teams to manage budgets, monitor expenditures, and ensure cost-effective program delivery. Ensure financial compliance with USAID policies, including procurement, grants, and financial reporting.

Identify and mitigate operational risks associated with program activities, including security, political, and operational risks. Implement contingency plans as needed.

Oversee company operations such as office management, leases, vendors, and equipment.

Support new business development efforts as needed.

QUALIFICATIONS

Minimum Qualifications

Bachelor's degree in International Development, Business Administration, Public Administration, or a related field and 9 years of relevant experience; Master's degree in International Development, Business Administration, Public Administration, or a related field and 7 years relevant experience; or equivalent combination of education and experience.

Demonstrated success managing and overseeing operations of large international development projects, with at least 5 years in a senior or leadership role.

Demonstrated experience managing USAID-funded projects across multiple contract types, including cost plus fixed fee and time and materials.

Strong understanding of USAID rules, regulations, and compliance requirements.

Proven track record in managing complex operations, including field office operations, procurement, prime contractor-subcontractor relationship management, and program financial management.

Preferred Qualifications

PMP certification.

Experience managing GSA and OASIS contracts.

Demonstrated success helping clients and project teams collaboratively solve program operations challenges.

Experience managing client relationships, teams, and portfolios of work, including managing work processes, budgets, and staff.

Experience overseeing office and facilities management tasks and/or staff.

Knowledge, Skills, and Abilities

Ability to be pro-active in problem-solving with excellent listening and engagement skills.

Outstanding written and verbal communication skills.

Demonstrated ability to use creativity and effective risk management techniques tailored to the compliance, project, and company contexts.

Advanced facilitation skills for both in-person and virtual events and meetings.

Demonstrated ability to collaborate and effectively communicate with multi-cultural and interdisciplinary teams.

ADDITIONAL REQUIREMENTS

Legally authorized to work in the United States with no restrictions.

Criminal background check required.

BASE STATION

This opportunity is a full-time position based on a hybrid schedule in Washington, D.C. and requires working in the office approximately two days per week.

COMPENSATION AND BENEFITS

The starting salary range for this position is $135,000 - $150,000 per year. Environmental Incentives also offers a competitive benefits package that includes:
