Jefferson Consulting Group is seeking a Senior Finance and Operations Manager to support our USAID Diversity, Equity, Inclusion and Accessibility (DEIA) contract. The incumbent will be matrixed to support multiple Jefferson projects under the USAID portfolio in a finance and operations role. The incumbent will report to the portfolio's Finance and Operations Director, with dotted line reporting to the Project Directors of the projects that s/he serves. This role will be remote with occasional in-person meetings with USAID or project staff. Responsibilities: Work closely with the USAID Portfolio Finance and Operations Director, the USAID Portfolio Leader, and designated USAID contract Project Managers to support finance and operations functions of each USAID contract. Build relationships and work with government points-of-contact in DC and abroad, including serving as a key liaison on operational, finance, and accounting matters. Oversee operations, budgeting, financial management, financial reporting, subcontract management, and procurements. Manage the finance and operations for projects, including staff onboarding, management of consultants, travel logistics management for TDYs, financial tracking of expenses, particularly mission activities, and preparation of the monthly invoicing process. Provide guidance and capacity building to subcontractors/grantees on USAID compliance requirements and required finance and operations systems to meet USG/USAID requirements. Manage all budgeting, financial reporting, analysis/forecasting for multiple individual funding sources, monitoring and tracking labor costs, and pipeline tracking and reporting. Support project activities related to capacity strengthening for new and non-traditional partners. Serve as a key liaison with Jefferson HR, office administration/IT, finance, and legal staff. Manage in-country support (banking, visas, housing, shipping, etc.) for long-term staffing. Manage security clearance process for staff members. Ensure staff take all mandatory USAID training. Apply acquisition/procurement expertise to assist customers, as needed, and provide oversight of the team's efforts. Manage program budget and obligations, provide updates to Project Managers. Manage subcontracts and consulting agreements. Prepare financial progress reports, financial reporting deliverables, and other project communication materials for submission to USAID. Report on project status in internal and client meetings. Other responsibilities, as assigned. Required Qualifications: Master's Degree with at least 10 years of experience or Bachelor's Degree with 12 years. Experience providing or supervising financial and accounting services for US Government funded programs. Proven expertise in finance, compliance, accounting, auditing, budget forecasting, and management. Demonstrated knowledge of the USAID ADS, the FTR, the FAR, the Department of State Standardized Regulations, and the FAM/FAH. Holds or is able to obtain a SECRET clearance or Facility Access clearance. Proficiency in Microsoft Office and the Google Suite of services. Strong organizational, communication, writing, and analytical skills. Attention to detail and high standards of excellence. Cross-cultural fluency and a demonstrated respect for diversity and inclusion. Ability to travel to Jefferson's office, USAID/Washington, and USAID Missions worldwide. Work authorization or employment eligibility in the US. Fluency in spoken and written English. Preferred Experience/Abilities: USAID/international operations experience.
