Middle Rio Grande Housing Collaborative (MRGHC) is accepting resumes for the position of Planning & Operations Director. Position Summary
This is a full-time, salaried position where the successful candidate will plan, manage, and administer the entity setup and ongoing activities for the MRGHC, as described in the Joint Powers Agreement (JPA) between Bernalillo County and the City of Albuquerque. Responsibilities include providing recommendations to the County Commission and City Council, managing day-to-day activities, conducting research, developing recommendations, managing budgets and audits, creating communications, and public relations. Essential Functions
Work with local government officials and partners to establish the MRGHC within the powers granted by the State of NM. Communicate progress on MRGHC entity setup to the County Commission and City Council on a monthly basis. Research, draft, and recommend necessary legislation and operational policies. Manage initial operational funding in consultation with the County Commission and City Council. Oversee ongoing financial operations including budgets, audits, and daily activities. Monitor and audit projects funded by the Collaborative to ensure compliance. Support processing related State, County, and City legislation. Perform public relations duties including writing press releases and responding to inquiries. Assist officials in scheduling meetings and briefings related to the MRGHC. Participate in committees, task forces, and work groups as required. Attend public meetings of varying sizes, including night meetings. Assist in developing requirements for screening and funding projects. Publish and promote grant opportunities to the public and stakeholders. Monitor grantee projects for compliance with guidelines. Goals and Initiatives of the MRGHC
The overall mission of MRGHC is to ensure that more affordable housing units are developed within the City of Albuquerque and unincorporated parts of Bernalillo County. Activities include: Planning and surveying affordable housing availability and service gaps. Land banking for future development. Renovation of existing properties. Spurring private development through economic tools and public investments. Utilizing an “All Quadrants Approach” for balanced development. Prioritizing new housing near main streets and transit corridors. Developing sustainable communities with a mix of housing types. Creative financing leveraging public and private funds. Building relationships with developers. Conducting outreach and education to stakeholders. Exploring innovative housing development models. Coordinating on zoning ordinances and best practices. Minimum Education and Experience Requirements
Bachelor’s degree; advanced degree preferred in Public Administration, Business Administration, Executive Management, or Social Services. Minimum of 3 years in administration management. Experience in research, analysis, and legislative development. Knowledge of public policies and governmental finance. Experience in grant development and administration. Understanding of financial operations including budget preparation and audit oversight. Preferred Knowledge
Development of legislative policies and procedures. Research methodology, including legal research. Planning and engineering practices. Knowledge of pertinent laws, codes, and regulations. Preferred Skills and Abilities
Supervision of staff in technical and operational activities. Analysis of complex material and identification of policy implications. Research and preparation of diverse technical projects. Ability to provide clear written and oral presentations. Effective communication with employees, officials, and the public. How to Apply
