POSITION DETAILS

Job Title : Director

Salary : $130,000 - $145,000

Salary is based on various factors unique to each candidate, including skill set, experience, qualifications, and other job-related reasons.

Work Schedule : 40-hour work week

LPHI offers traditional (M-F, 8 am-5 pm), flexible (for example, M-F 10 am-7pm), and compressed work schedules (for example, M-Th 8 am-7 pm). Schedule details finalized between employee and manager.

Location:

This is a fully remote or hybrid position with occasional ( LPHI maintains an office in New Orleans if the employee prefers to be hybrid or full-time in-office.

Louisiana and Gulf State candidates are preferred.

Primary Relationships : The Capacity Building & Training and Technical Assistance (TTA) Director will work with a variety of internal and external partners across Louisiana, the Gulf South and Nationally. Internally, the Director should expect to work closely with the Communications, Monitoring Evaluation and Learning (MEL) and Health Systems Research (HSR) teams on project development and implementation. Additionally, the Director will work with the organization’s finance team and senior leadership team and serve as a member of the leadership team. Externally, the Director is expected to build and maintain relationships with partners, funders, and contractors at the national, regional, state, and local levels.

ABOUT THE POSITION

A successful candidate will thrive in a team environment, can proactively anticipate and manage challenges, and be a self-starter with strong abilities to manage multiple responsibilities and prioritize appropriately. The Capacity Building Department currently houses programs focused on multiple program areas, including, but not limited to behavioral health and wellness, family health (sexual and reproductive health services), and public health capacity building ranging from initiatives in public health infrastructure to clinical transformation initiatives. In this role, a successful candidate will also oversee the development of a technical assistance and capacity building hub for implementation support, research and data, and policy and advocacy to support public health implementation across the South, serve as the training and technical assistance (TTA) lead in collaboration with provider agencies in large-scale practice transformation around primary care, reproductive and sexual health and behavior health, and through a collaborative process with partners build outcomes-focused TTA offerings that advance the addressing of health disparities, assure timely access to care, and prepare providers for advanced value-based payment models.

The Director of Capacity Building & TTA is responsible for leading and implementing LPHI’s approach to equity centered capacity building and training and technical assistance, collaborative learning and action at the Louisiana Public Health Institute (LPHI). The Director will be responsible for leading and overseeing the implementation and standardization of TTA, capacity building, collaborative learning and action tools that support LPHI teams; leading the overall vision, direction, and sustainability for capacity building programs; and supervising the teams that support the day-to-day operations of capacity building programs.

The Director will work closely with the Communications, Operations and Business Development and Monitoring, Evaluation, and Learning (MEL) teams to ensure that all training, capacity building, collaborative learning and action programs have the highest level of operations, administrative, communications and dissemination, and MEL support; and work closely with and support team members to monitor and implement project workplans, meet project timelines, deliver products and services on time and within budget, and ensure each project has a communications and dissemination plan. The Director also works closely with clients and funders to ensure services meet or exceed contractual obligations, partner expectations, and professional standards.

At the organizational level, the Director contributes to programmatic and organizational sustainability and growth by establishing a strategic vision, identifying new business opportunities, leading and/or contributing to proposals and scopes of work for new business, sharing lessons learned and insights to promote LPHI as a thought leader, and finding ways to provide professional development on TTA, capacity building, collaborative learning and action for staff.

Primary Duties and Responsibilities

Administration

Provide definition and oversight of individual project's scope, financial planning, staffing needs and functional assignments, and overall timeline of projects.

Project leadership, including coordination with internal and external parties, and clear communication of goals, objectives, and strategic context.

Oversight and/or direct delivery of high-impact, multi-modal TTA that aligns with the primary audience, scope and budget of the individual initiative; TTA to generally include tools and toolkits, trainings (virtual and in person), ad hoc consultation and ongoing coaching.

Direct and oversee project monitoring and evaluation, including data analysis and interpretation.

Task supervision of other staff and/or oversight of external consultants and contracts; may include supervision of and professional development support for other staff members.

Relationship management with relevant funders and other project stakeholders and oversight of reports.

Financial monitoring and stewardship of LPHI’ resources, including development and oversight of budgets.

Consistent and proactive communication with the Chief Program Officer and senior leadership regarding project activities including, but not limited to, progress on deliverables, subcontract management, financial reports, implementation challenges and mitigation strategies, and potential new opportunities.

Business development, including writing for proposals and participation in discrete areas of strategic planning and outreach.

Contribution of subject matter expertise to development of tools and resources, presentations, written documents, and strategic plans.

Public speaking at conferences, learning communities, webinars, and key business meetings that facilitate LPHI’s organizational positioning.

Other activities aligned with the priorities and day-to-day activities of the organization and department including but not limited to, participating in department and all staff meetings, travel on behalf of LPHI as needed, and carrying out other duties as assigned.

Team Development

Effectively lead, supervise, coach, and develop individuals and teams, including goals development, talent management, professional development, and performance assessment.

Work with staff and teams to recruit, supervise, and manage a diverse team of public health professionals.

Create a team culture that fosters innovation, learning, and open communication and encourages staff to embody LPHI’s values.

Project Implementation

Serve as the point of accountability for quality, timely delivery of all project and departmental objectives.

Effectively lead the TTA and capacity building body of work and the associated team of staff, and provide leadership and direction on staffing, hiring, budgets, planning, implementation, MEL, and other related activities.

Lead and inspire communication and collaboration across internal teams to gain an understanding of internal assets, to broaden perspective, and to continue to grow and learn at LPHI to strengthen teams’ project management skills and deliverables.

Oversee and provide capacity building to external partners and internal staff.

Demonstrate how current and future projects support broader organizational strategic priorities.

Elevate risks and opportunities to fellow leaders to collectively address and advance solutions.

Effectively manage funders and contractors, and support staff in doing the same.

Develop, engage, and maintain strong relationships with partners and key leaders, including clients, government agencies, community leaders and residents.

Provide insight and guidance to help project teams address challenges and barriers, and support and ensure continuous quality improvement activities.

Guide and assist teams with project planning, decision-making, implementation, and evaluation.

Build and maintain knowledge of significant trends and developments in public health topics, capacity building programs and projects, effective training and training institutes, including implications for policy.

Ensure dissemination of department work and work products externally and within the organization in collaboration with project teams and LPHI’s Communications Team.

Participate as a member of LPHI’s Leadership Team and other organization-wide activities as needed.

Business Development

Frame LPHI’s approach to TTA and capacity building, build the approach into a replicable model through a formalized TTA infrastructure, TTA development, case studies, curriculum, and other formalized structures to share both internally and externally.

Share LPHI’s approach with other organizations and learn from the approach of other groups.

Develop and monitor funding development goals to sustain and grow portfolio of work in support of strategic priorities.

Contribute to reporting and communications both internally and externally on global goals.

Lead strategic planning for the department in alignment and collaboration with other LPHI efforts that will leverage department and organizational assets to further LPHI’s mission.

Work with the Operations and Business Development team, directors, and senior leadership to identify, assess, and pursue business development opportunities.

Lead and/or contribute to proposals and scopes of work for new business.

Build the capacity of the team to take on new business development activities.

Utilize existing development mechanisms, including standard operating procedures, grant seeking software, and related; and inspire, promote and hold team accountable to utilize existing processes and resources.

Perform other duties as assigned.

ABOUT YOU

Position Requirements

Master’s degree in social work, public health, or related field or equivalent experience preferred; Bachelor's degree in a related field or additional equivalent years of work experience.

6+ years in specific content experience with knowledge of training and technical assistance and capacity building methodologies preferred.

5+ years management and leadership experience with a focus supporting the growth and development of other staff.

Strong experience and commitment to applying a health equity lens to public health practice.
