SENIOR VICE PRESIDENT OF GOVERNMENT AFFAIRS

SUMMARY OF POSITION

The Vice President of Government Affairs is charged with managing all aspects of the government affairs program for the Orlando Economic Partnership (the Partnership). The critical responsibilities for this position are to lead the Partnership’s advocacy and public policy strategic objectives while effectively representing the Partnership in the community to advance the Orlando 2045 vision.

The Orlando Economic Partnership is the Orlando region’s economic and community development organization that is focused on advancing broad-based prosperity to create a strong economy for all.

This is a management-level, full-time position which reports directly to the President & CEO and sits on the organization’s Executive Team. The position includes, but is not limited to, the following responsibilities:

Representing the Orlando Economic Partnership’s interests to local, state, and federal government officials:

Externally, the Vice President must be a valued asset for Partnership investors, as well as being a trusted ally, effective advocate, and sought-after resource for a wide variety of stakeholders. This responsibility includes maintaining contact with state and federal public policy officials regarding Partnership public policy priorities. Attendance at state regulatory and legislative hearings to provide testimony/information regarding the Partnership’s positions may be required as appropriate as well as attending Florida legislative session and interacting with state legislators regularly. Specific responsibilities include:

Staff investor work groups to advance priorities of the Orlando 2045 vision, including transportation and housing issues

Attend appropriate meetings of the Orlando City Council, Orange, Osceola, and Seminole Board of County Commissioners, State Legislature, and maintain liaison with City and County staff.

Further relationships with transportation authorities including GOAA, CFX, DOT, CFCRC/, LYNX, Metroplan, and Sanford Airport.

Maintain close relationship with Central Florida Congressional delegation members and their staff.

Providing timely information, fact sheets, testimony, letters, and other communications to help raise awareness of policy issues.

Research and analyze state and federal public policy issues impacting the region:

This responsibility requires the Senior Vice President to understand legislative priorities and how they will advance the Orlando 2045 vision.

Specific responsibilities include:

Oversee the development of the Partnership’s public policy/legislative agenda.

Monitor, analyze, and prioritize public policy issues which impact Broad-based Prosperity for our region.

Research and analyze pending legislation and emerging issues of interest to the business community.

Be informed about the Partnership's mission, services, policies, and programs.

Maintain active communication with the Board of Directors, investors, and media as requested:

Communications range from reports at Board Meetings, to follow-up correspondence, to various speaking engagements, interviews etc.

Specific responsibilities include:

Coordinate periodic legislative updates for investors/members.

Submit status reports to the Board of Directors as requested.

Engage in outreach with relevant associations, coalitions and other business groups.

Plan and coordinate the Partnership’s participation in any Tallahassee or Washington, DC briefing trips:

This would include planning for annual or semi-annual legislative trips with community leaders utilizing logistical assistance from the events department.

Specific responsibilities include:

Lead program planning working with the events department to coordinate logistics.

Developing materials (agendas, speaking notes, outlines, leave behinds etc.).

Organizing schedule and appointments with key legislators/staff.

Development of communication and/or research to support the CEO:

This responsibility includes ensuring the CEO is aware of any potential issues and preparing him for various speaking engagements related to advocacy and public policy.

Management of lobbying agreements:

The VP will provide leadership and operational oversight of contracted lobbyists and actively manage the execution of their duties, workload, and priorities.

QUALIFICATIONS AND CORE COMPETENCIES:

Experience in legislative affairs, public policy, government relations

High integrity and ability to deal in a confidential environment with top business/civic leaders

Solid understanding of governmental and political processes

Experience with key leaders, state and local government processes in Florida

High-level problem-solving abilities, using both analytical and abstract thinking

Interpersonal savvy, comfortable across all business hierarchies

Proven ability to manage many priorities
