Because we were established for the purpose of public service and not for profit, we measure our success in the impact of our service.Position Summary:ANSER is seeking a Director, Contracts to lead the creation, negotiation, and management of contracts including prime, sub-contracts, and vendor contracts. You will ensure contracts are thoroughly reviewed, evaluated, and approved. You will guide the cross-functional review and approval process, ensuring efficient, transparent, and effective decision-making related to contracts.Day to Day Responsibilities:Directs the administration of company contracts, including overseeing proposal preparation and contract negotiation to ensure that ANSER is competitive, that contract performance standards are clear and feasible, and that contracts produce a net economic benefit to ANSER.Reviews and resolves all issues affecting company compliance and ensures satisfaction of legal requirements and company and customer objectives.Advises ANSER management and leadership of contractual rights and obligations and provides interpretation of terms and conditions to ensure that all contractual obligations are met consistently across all units of ANSER.Advice to program leaders regarding NDAs, TAs, and other contractual terms and conditions.Directs ongoing audits of performance on existing contracts to ensure consistent performance to contract terms and compliance with all applicable regulations.Directs the negotiation of ongoing agreements with suppliers.Develops, recommends, and, upon Executive Management approval, establishes and implements major contract objectives and policies reflecting ANSER’s mission and vision.Evaluates Organizational Conflict of Interest (OCI) issues and drafts Mitigation Plans, as necessary.Draft, review, evaluate, negotiate and execute contracts, Non-Disclosure Agreements (NDAs), and Teaming Agreements (TAs) to ensure Company objectives are met.Establish and maintain subcontract, consultant, and vendor relationships by serving as a corporate signatory for contractual matters.Act as company liaison with business insurance provider and subcontractors to assure adherence to contractual insurance requirements and personnel DBA coverage.Support and respond to requests for task order proposals under IDIQs, GWACs, and GSA Schedules.Prepares Request for Proposal (RFP) for subcontracts.Participates in the negotiation of contract terms from proposal stage to project close-out in accordance with relevant regulations.Oversee the lifecycle of Federal contracts, from proposal development to contract closeout via Unanet.Stay abreast with and ensure compliance with all relevant Federal regulations (FAR, DFARs, small business rules, etc.), policies, and procedures throughout the contract process, perform risk analysis for new and ongoing contracts.Required Qualifications:Bachelor’s Degree. Will consider additional years of experience (5) in lieu of degree.Ten (10) or more years progressive responsibility in managing or administering federal contracts and/or proposal pricing.Four (4) or more years’ experience managing contracts teams.Demonstrated knowledge of proposal pricing to the federal government including indirect rate cost recovery concepts, contract types, regulatory framework, and risk mitigation.Robust skills in Microsoft Office Suite, including Word, Excel, PowerPoint, and SharePoint.Demonstrated in-depth knowledge of Federal acquisition regulations (FAR), small business regulations, government procurement processes, and contract law.Demonstrated familiarity with various contract types, such as fixed-price, time and material, cost-reimbursement, and IDIQ contracts.Familiarity with negotiating NDAs, TAs, and Subcontracts.Working knowledge of SAM, GSA, and other government GWACs.Active Department of Defense Secret security clearance.Preferred Qualifications:Certified Federal Contracts Manager (CFCM) or similar certification.Advanced degree – MBA, Finance, Accounting, or similarly related discipline.Exceptional interpersonal/social, problem-solving, written and verbal communication skills.Prior experience as manager of managers.Prior experience working with Unanet and Cobblestone.Prior experience working with a diverse range of Federal agencies including Department of Defense (DoD).Active DoD TS clearance.In compliance with the Americans with Disabilities Act Amendment Act (ADA), if you have a disability and would like to request an accommodation in order to apply for a position with ANSER, please call 703-416-2000 or e-mail Recruiting@anser.org.ANSER is proud to be an Equal Opportunity Employer.
