Herrick Technology Laboratories, Inc. is looking for an experienced Director of Contracts to guide company contract activities and support management and administration of awarded efforts. The successful candidate will be required to provide cradle-to-grave contract administration support, provide sound judgement and advice on contractual issues, support proposal team reviews, and advise and monitor performance of programs. Must be able to support a team environment and interact with multiple functional organizational elements.Job Location:Germantown, MDPosition Type:Full-timeDescription:PRIMARY RESPONSIBILITIES :Responsible for proposal preparation; and the negotiation, audit, award, and administration of government and commercial customer contracts.Ensure proper contract fulfillment in accordance with company policies, legal requirements and contract requirements.Responsible for communications with government contracting officers and prime contractor points of contact.Champion contract policy and procedure revisions and process improvements.Calculate corporate labor rates per DCAA guidance utilizing input from Accounting and company PLC listings and maintain labor rate listings for all active proposals.Maintain a strong working knowledge of the FAR/DFARS, TINA, agency supplements and public laws and communicate relevant changes and updates to staff and management.Ensure efficient, effective, and compliant performance during the entire contract lifecycle including interpretations of contractual requirements, risk mitigation and management, change management and conflict resolution.Provide guidance to project/program managers to ensure contractual compliance.Provide support to executives by providing review of government solicitations to analyze protocols and resources needed to comply with proposal obligations.Ensure maintenance of appropriate information and documentation related to government contracts.Participate in proposal preparation, review, and bid/no bid analysis. Proposal preparation efforts will include labor estimates, travel requirements, and material calculations, as well as the generation of proposal specific terms and conditions.Review, interpret and recommend acceptance, revisions and exceptions to contracts and contract modifications to ensure that prices, delivery schedule, specifications and terms and conditions are consistent with those proposed.Review and negotiate non-disclosure agreements (NDAs), teaming agreements (TAs), Bailment Agreements, Software Licenses and releases, and subcontract and vendor agreements related to customer contracts.Responsible for Freedom of Information Act (FOIA) requests.Responsible of maintaining System of Awards Management (SAM) registration and SAM certifications.Raise all potential contract compliance issues to Senior Management.Establish and or maintain registration on customer payment portals as required and assist Accounting in the preparation and submission of invoices.Work closely with project managers, accounting / finance and other functional departments.QUALIFICATION JOB REQUIREMENTS :Comprehensive knowledge and experience in the area of government contract administration.Strong interpersonal skills and excellent written and verbal communication skills with internal and external customers.Strong working knowledge of FAR/DFAR, agency supplements and other related government regulations and Laws.In-depth knowledge of and experience with all contract types (FFP, CPFF, CPAF, T&M, FP LOE, etc.).Experience in both prime contractor and subcontractor environments.Hands-on negotiation and contract administration skills and experience.Must be able to work independently as well as part of a team supporting proposal preparation and a portfolio of contracts and be able to multi-task and prioritize work activities in a fast-paced environment and effectively communicate at all levels within the organization.Understanding of Organizational Conflict of Interest (OCI) issues.Ability to understand and communicate how terms and conditions affect pricing, schedules, and company risk.High degree of independent and creative judgment in resolving contractual issues.Excellent teambuilding and management skills.Proficient in Microsoft Office Suite products (MS Word, Excel & PowerPoint).Bachelor’s Degree required. Advanced degree desired or CPCM certification.Minimum of 7 -10 years experience required. 10-15 years of experience desired.Eligibility for a US Government Security Clearance required.
