Community Action Partnerships of Western Nebraska (CAPWN) is a non-profit community-based health and human services organization that serves low-income, disadvantaged and those unable to meet their needs through other sources. The agency was established in 1965 and provides services to over 9,000 individuals, children, and families in three main areas:
- Community Health Services: WIC, Commodity Supplemental Food, Foster Grandparents, Migrant Seasonal Head Start, and Child Development Center.
- Clinical Health Services: Primary Care, Reproductive Health, Diabetes Management, Immunizations, Migrant Health, Ryan White HIV; Behavioral Health including Counseling Services, Medication Management, Medication Assisted Treatment and Substance Use Counseling and Intensive Outpatient Services and Dental Services.
- Supportive Health Services: Family Stabilization, a Teen Outreach Program, SOAR, Youth Leadership Program, Youth Shelter, and Housing Assistance Programs.

Billing and Clinic Data Analyst
This is not a remote position.
Full-Time, Monday-Friday 7AM to 4PM
This is an Onsite position
Essential Duties and Responsibilities: Design reports and visualizations, implement processes for monitoring and capturing data, and identify areas for quality improvement from the CAHC medical/behavioral health EHR, dental EHR and other systems to improve operations, standardize processes, and meet reporting needs accurately and efficiently.
Major Duties:
- Play an active role in patient services using the provider led, team-based Patient Centered Medical Home Model.
- Work with CAHC clinic senior staff and program managers to prioritize business and information needs and routinely prepare various individual and integrated statistical reports on operational performance by maintaining a work plan of reports to run daily, weekly, monthly, quarterly and/or annually as needed.
- Identify, analyze, and interpret data to find and share discrepancies and patterns in data sets through data visualization tools and detailed reports, sharing findings with QAQI Committee, HIT Committee, and Services Business Team.
- Research viable methods and best practices of collecting and analyzing data to support performance improvement, grant development and financial reporting.
- Assist CAHC managers in developing standard and customized reports.
- Develop and implement audits to review billing and collection patterns and make corrective recommendations.
- Develop routine, ongoing reports for the Billing Manager pertaining to account balances, aging, claim rejections/denials, and help to identify trends or issues.
- Assist Billing Manager with coding, charge entry, and claims submission. Routinely analyze and work claims that are rejected or denied.
- Remain current with and ensure billing processes are following agency billing policies. Remain current with ICD-10, CPT, and HCPCS codes and users.
- Make recommendations to the Billing Manager for problem resolution and identification of erroneous processes on the front end of the billing cycle and encounters.
- Extract data from dental EHR to produce reports, summary statistics, and monitor quality.
- Study Uniform Data System manual, attend webinars, and research workflows to fully understand UDS needs. Review and optimize VisAnalytics reporting tool. Routinely monitor data in medical/behavioral health and dental EHRs to provide mid-year updates on UDS performance. Pull all clinical data, investigate anomalies, and aggregate data across systems to complete annual UDS in a timely manner. Provide insight to various committees on UDS needs.
- Maintain confidentiality of records and communications following HIPAA privacy and security policies and procedures.
- Maintain patient confidentiality for Protected Health Information (PHI) or Electronic Protected Health Information (ePHI) according to HIPAA law and CAPWN policy.

Working Conditions:
- Eligible to work from home providing employee meets requirements and home office meets privacy and security requirements. Will require onsite appearances.
- Work requires ability to meet tight timelines.
- Work in a program in a constant state of change with many interruptions and interactions.
- Must be able to work irregular hours, some weekends and evenings and out-of-town training.
Physical Requirements:
- Ability to use standard office machines and keyboards.
- Substantial movement of wrists, hands, and fingers.
- Close visual acuity and extensive reading required.
- Sedentary work some duties may involve moving and lifting up to 20 pounds.
- Ability to bend, stoop, and squat.
Minimum Qualifications:
Grade: 13
- Associates degree with experience in developing, maintaining, and generating reports and experience with data entry; or three years’ experience in computer software use, data management, preferably in a health clinic setting.
- Proficiency in Excel required. Proficiency with lookups across multiple tables preferred
- Be a self-starter and comfortable handling multiple tasks simultaneously
- Time management skills, able to meet deadlines, ensure high level of data accuracy in reporting.
Grade: 14

- Associates degree OR five years’ experience in data management or equivalent.

- Bachelor’s degree OR specialized training in data analysis or seven years’ experience in data management or equivalent.
