Based in Wilmington, Delaware, the Associate Director will be employed by Arbor Management, LLC, a division of Leon N. Weiner & Associates, Inc. The Associate Director will report to the VP/Associate Director of Property Management and the Chief Operating Officer. The Associate Director will oversee and support a team of Regional Property Managers across our 9-state portfolio of affordable apartment communities in the MidAtlantic and Northeast regions. The primary function of the Associate Director is to train, manage, and evaluate property performance as well as support the Regional Managers overseeing Arbor Management managed communities.Secondary responsibilities will include effective communication with the leadership of Arbor Management and coordination with other departments within the Leon N. Weiner & Associates companies.ESSENTIAL DUTIES AND RESPONSIBILITIESTrain, manage and assist the Regional Managers in each assigned property territory.Administer core Arbor Management policies, procedures and best practices for property management.Recommend hiring of personnel for property functions and assist in interviewing applicants.Work with Supportive Service personnel in the development of supportive service programming.Strong working knowledge of Fair Housing practices, applicable State Housing Finance Agency policies, and Federal Programs (LIHTC, HUD Project Based Section 8, USDA RD).Review annual employee evaluations prepared by the Regional Managers for purposes of performance reviews and salary adjustments.Coordinate necessary disciplinary action presented by the Regional Managers and work to resolve personnel matters with the Director of Property Management and the Vice President of Human Resources.Possess a familiarity with Yardi, Realpage, Salesforce or other equivalent accounting/property management software. Software report building experience is a plus.Review and respond to major resident grievances in coordination with the Property Manager and the Director of Property Management.Organize with the Director of Property Management quarterly management meeting trainings (QMM), research and recommend company-sponsored training and education seminars.Meet with the Director of Property Management on a regular basis to review the operations and performance of properties including rent collections, occupancy issues, policy guidelines, compliance, marketing programs, property budgets, property needs, and communicate back to the Regional Managers.Evaluate weekly property occupancy reports and follow up in areas such as unit turnover.Review the effectiveness of marketing and resident retention programs and institute any needed changes.Prepare and distribute the annual Budget Guide and coordinate updates from departments in areas of fixed expense such as auditing fees, software fees, payroll taxes, property insurance premiums, health insurance rates, etc.Coordinate and obtain annual rent increases.Review quarterly budget variance reports with Regional Managers and Developers to plan corrective actions.Work directly with accounting and ensure consistent reporting amongst all sites. Coordinate with the CFO on accounting software changes and incorporate those changes at the site level.Interact and communicate with the various departments including Accounting, Human Resources, Development, Construction, and the Owners’ representatives as necessary and appropriate.Foster a positive work atmosphere by acting and communicating in a professional manner with coworkers, supervisors, business contacts and residents.SUPERVISIONRegional Managers, Supportive Services Supervisor.EXPERIENCE / EDUCATION / TRAININGCandidate must possess a College degree or Equivalent experience. Equivalent experience includes 8 - 10 years in a property management role. Certificate or training programs in property management.
