NeighborWorks New Horizons (“NWNH”) - JOB DESCRIPTION
Director of Property Management
REPORTS TO:
CEO
STATUS:
Full Time (40 hours/week) Exempt
SALARY Range:
Commensurate with experience
Summary
The Director of Property Management is responsible for oversight of all NWNH property operations. He/she will ensure that all properties meet owner’s occupancy and financial goals and objectives. This includes adhering to compliance regulations and processes; managing properties to budget; and carrying out all other management and oversight functions professionally. The Director of Property Management is responsible for day-to-day operating issues and decisions and will create and maintain a professional property management team. The portfolio consists of affordable housing units for families, seniors, and supportive housing residents living in developments located in New Haven, New London, Hartford, and Fairfield counties. The Director of Property Management supervises a staff of over 15 individuals from Property Management (PM) and Maintenance associated with the NWNH housing portfolio. He/she is responsible for ensuring proper training and orientation for all PM and Maintenance staff.
Essential Duties and Responsibilities
Supervise the day-to-day property management staff, compliance processes, and operations at all NWNH-managed properties in accordance with requirements by funders, including but not limited to, HUD, State of Connecticut’s DECD, DOH, and the Connecticut Housing Finance Authority.
Work with the Finance Department to prepare the Annual Operating Budgets. Create specific annual performance plans for each property and execution of all Maintenance protocols.
Monitor Operating Budgets and capital reserves to ensure adequate resources for NWNH managed properties.
Assist with the creation of capital needs assessments and replacement plans for all NWNH managed properties.
Update and ensure the implementation of the
NWNH Policies and Procedures for Property Management .
Provide input to the development staff and consultants during the feasibility and development stages of new projects.
Ensure proper use of Property Management software to provide accurate and timely reports.
Ensure compliance reports are prepared and accurate for DECD, CHFA, NeighborWorks America, Spectrum, and other funders, including equity partners on a regular basis as required by the funder.
Oversee responses to all inquiries and all inspection requests from compliance agencies.
Create and implement a continuous schedule for training PM staff, including managing budgets, compliance with fair housing, tax credit, HUD and HOME regulations and emergency response.
Assume overall responsibility for and supervision of marketing, lease-ups, move-ins, re-certifications, collections, evictions in coordination with the Real Estate Development and Finance Departments.
Set-up properties in the property management software system(s) as necessary.
Develop corrective plans when occupancy, collections, and/or turnover rates are projected to fall below targets to maintain acceptable standards.
Ensure timely and appropriate responses to resident concerns to maintain and promote good customer service and positive relations between residents and management staff.
Establish and manage relationships with Public Housing Authorities and social service agencies for the coordination of PBVs and services for residents.
Carry out other duties as assigned and required for furthering the organization’s mission.
Qualifications/Requirements
Bachelor’s degree in related field and 5 years of property management experience or at least 8 years of property management experience and an Asset or Property Management professional certification.
Supervisory experience.
Ability to work with diverse populations, communicate vision, mission and goals through operation of portfolio and exercise independent judgment.
Requires strategic view of property management - great attention to detail and excellent negotiating, organization and planning skills.
Knowledge of budgets and accounting principles.
Knowledge and experience with HUD, LIHTC, HOME and other program guidelines.
Good written and verbal communication skills.
Reliable transportation and travel required.
