Program Analyst

BB&E is a full service civil and environmental engineering and consulting firm, headquartered in Northville, Michigan, which services both the Federal and Industrial sectors throughout the United States. BB&E team members provide Environmental Consulting, Facilities Engineering and Program/Project Management Services to Federal and private sectors.

Position Summary

BB&E is seeking a dynamic and detail-oriented Program Analyst to join our team and support the NAVFAC Marianas’ Operations Production Support Division in Piti, Guam.

Job Duties & Responsibilities

  • Provide full-spectrum background and working-level administrative and analytical support to include:
    • Manpower and equipment utilization studies
    • Instructions, Notices, Standard Operating Procedures (SOPs), and other policy documents
    • Human Resources (HRO) support, Request for Personnel Action, manning analysis, desk audits
    • Budget planning, execution, and management
    • Reports, Metrics, Taskers, Data Calls, and Visualizations
    • Personal Property and Inventory Control
    • Administrative, records, procedures, instructions maintenance
    • Directives and procurement program administration
    • Administrative services support
    • Defense Travel System (DTS) support
    • Freedom of Information Act (FOIA) support
  • Analyze and evaluate the effectiveness of the administrative processes and recommend areas for improvement; recommend improvements(s) for expediency and efficiency of processes keeping in mind the satisfactory delivery of services to the client
  • Research, analyze, and provide recommendations regarding operational transformational initiatives, including facilitating the deployment of these initiatives; work with multiple Directorates, Production Support Divisions, Assistant Operations Officers (AOPs), Public Works Offices (PWOs), Resident Officer’s in Charge of Construction (ROICCs), and develop and implement strategies to ensure smooth program execution through proactive management of delivery Plans of Action and Milestones (POAMs), including prompting external demand signals and support resources
  • Provide technical assistance to the Deputy Operations Officer (DOPS), as required, in the coordination of the Monthly Operations Assessment sequences for the NAVFAC Marianas Commanding Officer; efforts involve coordination & consolidation of assessment data from Directorates, Divisions, AOPS, PWOs, and ROICCs, including performance assessment content overview, analysis overview, and recommendations for improvement and programmatic way-ahead
  • Compile and analyze data obtained in responding to and/or managing requests for information, briefings, data calls, etc., including high-level, urgent requests from the Commanding Officer/Regional Engineer (CO/RE)
  • Apply in-depth knowledge of the Command and its programs when responding to inquiries; conduct technical research of files for information to be used in replies, or requests information from the department(s); if information is readily available, compose, and review/edit replies for signature; maintain a tracker on incoming correspondence and action documents and follow up on work in progress to ensure timely reply or action; review all correspondence for accuracy, and compliance with the Command policy, practices, and procedures; advise offices of inadequacies or delinquent actions
  • Prepare responses for the CO/RE for Facilities and Environmental, Executive Officer (XO), Operations Officer (OPS), Directorates, and Divisions. Correspondence includes all formats including, but not limited to: Naval and business letters, personal letters and memorandums, Naval messages, reports and briefing materials
  • Work with Senior Staff, Directorates and Divisions in analyzing cross-functional operations
  • Create a work plan consisting of a set of milestones and obtaining approval from the Contracting Officer’s Representative (COR) prior to its implementation
  • Prepare periodic reports, visualizations, forms, budgetary documents, plans, studies, consolidated responses, spreadsheets, trackers, records, correspondences and briefing of management and program analyses
  • Provide daily confirmation with the contractor of the sampling execution schedule
  • Perform other duties as assigned

Key Qualifications

  • U.S. Citizenship and SECRET clearance are required
  • Knowledge: Analytical, problem-solving, and time management skills
  • Strong Communication Skills: Excellent verbal and written communication skills, with the ability to effectively convey complex technical concepts to diverse audiences
  • Software: Proficiency using MS Office software including Excel, Word, and PowerPoint and Adobe Acrobat
  • Self-Starter: Highly motivated, with the ability to manage multiple tasks and deadlines autonomously

Experience & Education

  • Experience: Minimum (5) five years management and/or program analysis experience
  • Education: Associates or Bachelor’s degree in Business Administration or closely related field

Physical Requirements

  • Ability to work on-site 40 hours per week during normal business hours, Monday-Friday; remote teleworking will not be allowed on this contract; situational/Emergency telework may be allowed on a case-by-case basis and must be approved in advance by the Contracting Officer’s Representative (COR). Should any part of the service be done remotely, the Contractor shall perform their duties during the normal working hours of the assigned project(s) time zone
  • Ability to stand/walk/climb/kneel/crouch and remain in a stationary position/sit at least 60% of the time
  • Ability to operate office equipment, including computer, copy machine, phone, etc.
  • Ability to use hands to finger, handle or feel objects or controls; reach with hands and arms
  • Capable of lifting up to 10 lbs.
  • Ability to see details of objects that are less than a few feet away
  • Ability to understand the speech of another person, speak clearly so listeners can understand, and talk or hear both in person and by telephone
