Title: Budget Analyst

Location: *** Primarily virtual (some visits to the client site in the Washington, DC metropolitan area will be required) ***

Clearance Level: Must possess a Top Secret clearance with SCI eligibility

Summary/Description:

The Budget Analyst will apply basic knowledge of statistics, mathematics, operations research, engineering, finance, learning curve and rate theory, software cost estimating, and other quantitative methods in support of customer objectives.

Specific Duties include, but may not limited to:

  • Develop, populate, analyze, and maintain cost models.
  • Document cost estimating including the assumptions, data, techniques and models, and defend cost estimates to various levels of leadership and decision-makers.
  • Perform a wide range of acquisition analytical technical, and advisory functions related to the budgetary process to include:
    • Translate acquisition program requirements into properly priced budget submissions to support POM/PB decisions,
    • Develop and/or editing justification statement for request for multi-year and no-year appropriations,
    • Present acquisition program budget estimates to fund-granting reviewing authorities,
    • Brief officials and responding to inquiries on acquisition program budget issues, provide reclamas to proposed budget adjustments,
    • Provide fiscal life-cycle advice to program and financial management officials of the employing agency, guide and/or develop acquisition budget policy,
    • Develop spend plan by consulting with program manager to support program schedule and established targets, and
    • Recommend effective and efficient means of using program funds.

Required Education and Skills:

  • Bachelor's or advanced degree in finance, accounting, business
  • Must have 8yrs DoD financial or budgeting experience; 5 years' experience with Program Objective Memorandum (POM) Planning or the Planning, Programming, Budgeting, and Execution (PPBE) process.
