This position is accounting for the set-up of the General Engineering Consultant (GEC) program team and leading it to successful delivery of the complex Washington State Ferries System Electrification Program (WSFSEP).
Responsibilities:
Develop and implement the engagement plan for senior stakeholder and client staff to develop positive relationships. Communicate actions needed to implement the GEC team's technical strategy and business plan; motivate staff to commit to these goals. Resolve issues identified during program delivery to give stakeholders confidence in timely, budget, and quality objectives. Function as a subject matter expert in program delivery to senior stakeholders and clients. Develop and deliver budget plans at the task order level relative to the program with guidance from senior client staff. Develop and deliver a management plan for program risks. Oversee and approve Risk Management Plans for projects/programs as required. Explore and develop a detailed understanding of external developments or emerging issues and evaluate their potential impact on the program. Conduct or oversee complex feasibility studies and document findings as needed. Drive a culture of innovation by enabling the creation of multi-stakeholder cost-effective solutions to identified issues. Oversee the development of project and program management frameworks and tools and ensure compliance. Provide specialist advice from the GEC team to senior client staff to resolve complex issues. Support the project review process; provide stakeholders with accurate information and key recommendations at agreed review points. Oversee project and internal communication protocols for quality, effectiveness, and efficiency. Identify and resolve differences between individuals and internal/external parties within contract parameters. Monitor compliance with commercial requirements of contracts and agreements in relation to the project. Collaborate with WSF and Washington State Department of Transportation staff to avoid adverse commercial issues. Manage duties under contracts, including monitoring compliance and managing change for the program. Recommend various procurement options applicable to the project/program. Continuously oversee the accuracy of project governance and organization structures. Forecast potential opportunities and recommend suitably qualified people for projects. Identify staffing shortages within the practice and advise management and HR on needs. Minimum Requirements:
Must be local or willing to relocate to Seattle, WA area. Bachelor's degree in Project Management, Engineering, Architecture, Business, or related degree. Fifteen (15) years of experience in a project environment, with 10 years as a Program Manager, preferably in civil mega-projects. Experience with project management digital tools and systems. In-depth experience in project management industry best practices through the project life cycle. Excellent communication skills at all levels of stakeholders. Experience with various project delivery methods and contract types. Experience managing schedule performance on major projects/programs. Preferred Qualifications:
Master's or Doctorate degree in Project Management, Engineering, Architecture, Business, or related degree. Certification as Project Management Professional (PMP) or Certified Cost Professional (CCP). Knowledge of WSHDOT policies and procedures. Local mega-project experience. The salary range for this position is $280,000-$320,000, based on qualifications, education, experience, and work location.
