OverviewDaily management and implementation of the broad spectrum of Safeguards & Security (S&S) disciplines. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.ResponsibilitiesEssential Functions:Supervises and directs employees in the performance of their duties.Establishes liaison with clients and customers to ensure expectations are met and services are rendered.Ensures compliance with NRC Licenses, DOE orders, applicable state and federal regulations, and all company policies and procedures.Keeps work area in order and free of hazards. Perform work within the controls identified and stop work when an unsafe work condition exists. Participate in safety programs and initiatives. Report all injuries. Participate in work planning so that hazards are identified, and appropriate corrective actions are taken.AccountabilitiesDirectly interfaces with DOE, NRC, and Idaho National Laboratory (INL) companies and senior personnel.Follows direction from the VNSFS NRC Licensed Facility Project Manager for project/contract priorities, contract deliverable format and content, and client interaction.Provides daily management and implementation for Program Management Support, Physical Security, Information Security, Cyber Security, Personnel Security, Unclassified Foreign National Visits & Assignments, and NMC&A, in accordance with contract and License documents, at locations in Idaho and Colorado.Management of S&S disciplines includes:Protection Program Management, Planning and Procedures, Management Control, Program Wide Support, Testing and Maintenance, Lock and Key Control, Classified Matter Protection and Control, Operations Security, Technical Surveillance Countermeasures, Classified Cyber Security, Unclassified Cyber Security, Telecommunications Security, S&S Awareness, Access Authorizations, Classified Visits, Incidents of Security Concern, Counterintelligence, and Protective Force oversight, in accordance with contract and License documents.Implements an effective program to ensure that classified material is fully protected, security incidents are fully investigated and reported, and derivative classification of documents properly and correctly accomplished.Implements an effective program to ensure that sites are protected in accordance with NRC license requirements.Performs Facility Security Officer (FSO) duties as required.Ensures development of comprehensive, compliant plans, procedures, and instructions.Ensures safety and health of employees during work tasks, utilizing good work practices and following procedures and protocols.Maintains a safe working environment. Demonstrates the awareness and implementation of applicable environmental, safety, and health (ES&H) requirements while also alerting co-workers of such requirements as needed.Demonstrates the ability to interface and get along with co-workers, customers, and visitors.Demonstrates personal commitment to safety and qualityPerforms other duties as assignedRoutine travel to Idaho Falls, IdahoWork EnvironmentThis job operates in a professional office environment. Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.QualificationsEducation & Certifications:Bachelor’s degree in a security related fieldCertified Facility Security Officer (FSO) through DOE National Training Center desiredDOE Authorized Derivative Classifier desiredSecurity experience will be considered in lieu of bachelor’s degreeExperience & Requirements:Experience in functional areas of Safeguards & SecurityExperience interfacing with federal customersExceptionally strong communication and interpersonal skills to manage staff, manage tasks in variable disciplines, and delegate workload accordingly. Ability to speak effectively before groups of customers or employees or the general public.Ability to read and interpret documents such as procedure manuals. Ability to write routine and non-routine reports and correspondence. Ability to speak effectively before groups of customers or employees.Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret a variety of instructions and deal with abstract and concrete variables.This job is not intended to be all-inclusive.
