The Florida Department of Children and Families (DCF)

Within DCF, the

Substance Abuse and Mental Health (SAMH) Program

office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders.

Northeast Florida State Hospital (NEFSH)

is a 613-bed, licensed mental health treatment facility that provides person-centered services to adults suffering from severe and persistent mental illness. The hospital, located in Macclenny, was established in 1959 and is the largest state-operated civil treatment facility.

THIS IS AN ANTICIPATED VACANCY.

This is a highly responsible and professional position that will serve as a Medical Executive Director at the Northeast Florida State Hospital. This position will collaborate with each section within the state facilities and be required to use independent judgement, take initiative in carrying out duties and responsibilities, and should be extraordinarily detail-oriented.

Specific Duties and Responsibilities include:

Supervising and directing employees; including communicating with, motivating, training, and evaluating employees, planning and directing their work; and having the authority to recommend actions such as hire, transfer, suspend, layoff, promote, discharge, assign, and reward or discipline direct reports.

Evaluating employees against established standards and taking appropriate actions when necessary (i.e. recognition, reward, corrective action, etc.).

Maintaining a positive and professional attitude ensuring individuals receive comprehensive medical and mental health services in a cost-effective, customer-oriented manner.

Following medical ethics and standards in an outcome-oriented management system, while maintaining sensitivity to the constitutional rights of patients.

Ensuring that all Psychiatric and Primary Care treatment at NEFSH are administered in accordance with policies and procedures, rules and regulations, and State and Federal Statutes.

Employing and directing all Senior Physicians through the Associate Medical Executive Director (MED).

Administering effectively, directing, and assuming operational responsibility for all physician-based services at Northeast Florida State Hospital.

Researching, designing, and writing policies and operating procedures relating to clinical services used by all levels of clinical staff.

Administering clinical personnel matters in compliance with applicable Personnel Rules & Regulations and collective bargaining agreements.

Developing recognized programs of resident care, leading to customer satisfaction.

Assisting in developing the hospital’s budget, costing out programs, establishing expenditure priorities, and administering expenditures to maintain budget integrity while controlling expenditures.

Serving as a consultant in matters relating to psychiatry, general medicine, and clinical administration.

Recruiting medical staff, privileging, and credentialing all members of the professional clinical staff at NEFSH on a bi-annual basis.

Reviewing and monitoring daily reports of activities and incidents.

Providing information, advisories, and reports that keep the clinical staff informed of current developments.

Participating in and chairing meetings as part of the hospital’s Executive Leadership Team (ELT) relating to clinical service delivery and hospital management.

Acting as a liaison between the hospital and academic institutions/other hospitals, which may entail traveling to such institutions and hospitals.

Participating in administrative matters that bear on clinical issues called for by the Department and/or hospital policy and procedures.

Maintaining membership to the Department of Children and Families Clinical Advisory Committee.

Conducting monthly meetings with physicians and assuring implementation of the Medical Staff by-laws, Rules and Regulations.

Participating in tasks relating to recruitment, credentialing, committee staff work, maintenance of medical standards, and executive committee work.

Ensuring through the Medical Staff that standards of medical care strive for treatment excellence and efficiency.

Conducting monthly Department Head Meetings with all Direct Reports.

Writing and reviewing correspondence, reports, and opinions on matters relating to clinical practice as assigned by the Hospital Administrator and/or the Program Office.

Assisting in interviewing, selecting, and training new employees.

Approving submitted timesheets and leave requests on the Kronos and People First systems for all direct reports.

Supervising all direct reports ensuring they meet individual performance standards, adhere to standards for professional practice, receive quarterly coaching, and follow an approved Employee Development Plan.

Coordinating, facilitating, and supervising the system of obtaining consultant services for patients with special problems for all external procedures.

Participating as a consultant in departmental in-servicing meetings and programs.

Reviewing records of problem cases and setting up case conferences on topics of interest for Continuing Medical Education (CME) in association with the University of Florida, Department of Psychiatry.

Establishing selected cases for consultation to validate treatment excellence and efficiency.

Knowledge, Skills and Abilities required for the position:

Knowledge of principles, methods, and procedures for diagnosis, treatment, and rehabilitation of physical and mental dysfunctions, and for career counseling and guidance.

Knowledge of administrative principles and practices.

Knowledge of medical principles, practices, and techniques.

Knowledge of the principles and techniques of effective communication.

Ability to understand and apply applicable rules, regulations, policies, and procedures.

Ability to plan, organize and coordinate work assignments.

Ability to develop and implement various program monitoring methodologies and techniques.

Ability to utilize problem-solving techniques.

Ability to communicate effectively.

Ability to establish and maintain effective working relationships with others.

Minimum Qualifications:

Licensure as a physician pursuant to Chapter 458, Florida Statutes, and two years of post-licensure professional experience in the practice of medicine; or

Licensure as an osteopathic physician pursuant to Chapter 459, Florida Statutes, and two years of post-licensure professional experience in the practice of osteopathic medicine.

Certification by a recognized board in a medical specialty area (psychiatry) can substitute for the required experience.

Preference will be given to applicants who have:

Board-certified applicants with a minimum of five years’ experience in a mental health setting or previous experience as a MED in a mental health setting.
