office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders. CANDIDATE WILL BE REQUIRED TO WORK IN THE TALLAHASSEE OR SOUTHEAST REGIONAL OFFICE. THIS IS PENDING RECLASSIFICATION. This is a highly responsible and professional position that will serve as a Senior Management Analyst Supervisor - SES. This position will collaborate with each section within the program office and be required to use independent judgement, take initiative in carrying out duties and responsibilities and should be extraordinarily detail oriented. Specific Duties and Responsibilities include: This is professional work supervising and directing employees. The primary duty of the incumbent in this position is to spend the majority of their time communicating with, motivating, training and evaluating employees, planning and directing their work; and having the authority to effectively recommend actions such as: hire, transfer, suspend, layoff, promote, discharge, assign, and reward or discipline direct reports. Evaluates employees against established standards and takes appropriate actions when necessary (i.e. recognition, reward, corrective action, etc.). This position is a highly responsible and rewarding position in the Program Office of Substance Abuse and Mental Health (SAMH) assisting the Director of Regional Operations and Initiatives in administering and evaluating SAMH programs. This position plans, monitors and evaluates major treatment, services, or rehabilitative programming with most of the focus on child welfare integration. This position will work with multiple systems within the Behavioral Health continuum to assist with quality, service array, oversight, performance, and integration. This is supervisory work planning, monitoring, and administering the Northeast Region System of Care to ensure that the community mental health and substance abuse service delivery components operate in a coordinated, efficient manner for the benefit of the DCF, SAMH clients. This position exercises independent judgment in formulating policies and procedures which have significant impact on personnel, administration, and operations specifically targeting the Child Mental Health and Substance Abuse Programming and integration of that programming with Child Welfare operations. Serves as the oversight and assisting the director in all matters of the DCF SAMH as it relates to Child Welfare integration programming and co-supervision of internal SAMH staff including such grant funded positions as Behavioral Health Consultants, Peers Specialists and other future integration efforts which produce internal staff within the SAMH department. Knowledge, Skills and Abilities required for the position: Knowledge of the methods of data collection and analysis. Knowledge of basic management principles and practices. Knowledge of the child welfare and behavioral health systems. Knowledge/understanding of the impact of mental health conditions and substance use disorders on parenting ability and child safety. Strong writing skills as evidenced by an ability to draft reports or presentations. Ability to identify the nature or problems associated with access to treatment services. Ability to communicate effectively and to establish and maintain effective working relationships with others. Ability to plan, organize, prioritize and coordinate work assignments. Ability to supervise people. Ability to determine work priorities, assign work, and ensure proper completion of work assignments. Ability to understand and apply applicable rules, regulations, policies and procedures relating to management analysis activities. Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work flow and other activities relating to the improvement of management practices. Ability to organize data into logical format for presentation in reports, documents and other written materials. Ability to conduct fact-finding research. Ability to solve problems and make decisions. Ability to work independently. Minimum Qualifications: Two years supervising or serving in a leadership role. Licensure in psychology, social work, mental health counseling, family and marriage therapy or closely related field. Three years of post-graduate experience treating mental health and/or substance use disorders. A bachelor's degree from a college or university is preferred and four years of professional behavioral health experience, experience in health care, program planning, program research, program evaluation. A master's degree from a college or university can substitute for one year of the required experience. Professional experience as described above can substitute on a year-for-year basis for the preferred college education. Preference will be given to applicants to have: Training in motivational interviewing.
