The Department of Human Resources (DHR) is the central human resources function for the City and County of San Francisco. The DHR Employment Services Division encompasses client services consulting and operations teams, and miscellaneous and public safety exam development and administration. The division prioritizes the need for structural and functional change to improve efficiency and consistency in the services provided and to address staffing and retention issues to better enable DHR to lead critically important citywide projects including reducing time-to-hire Citywide. The Miscellaneous Exams Team Manager is a high visibility, public-facing position charged with performing accurate analysis and making timely critical decisions. The focus of the 0931 position includes, but is not limited to, improving efficiency and consistency in the services, writing/updating policies, procedures, and best practices to reduce time to hire and implementing these changes by providing training and resources both internally and to departments Citywide. The Miscellaneous Exams Team Manager is responsible for the management of the Miscellaneous Exams Team in the Employment Services Division. The incumbent manages two teams of human resources professionals overseeing the development and administration of selection processes, consulting, and delivering exam-related training to departments citywide. The ongoing management responsibilities for this position include: Plan, coordinate and oversee the work of departmental professional, technical, and clerical staff regarding miscellaneous examinations – conduct comprehensive job analyses to create valid, job-related selection processes for citywide positions and provide training and consultation to City departments regarding best practices for creating their own selection processes and utilizing applicant and examination systems. This involves citywide (non-public safety) recruitments, job ads, applicant eligibility determination, test development, test administration (including online testing) and creation of eligible list score reports. This also includes administration and maintenance of, and consulting citywide on, CCSF’s applicant tracking system and testing platforms to promote efficiencies in the recruitment, exam and hiring process. Serve as a departmental expert for directors/hiring managers, union representatives, de-centralized Human Resources teams, etc., concerning matters involving the above related areas. Represent DHR in front of committees, and at hearings and meetings including appearing before the Civil Service Commission, and/or other bodies/committees to explain and interpret matters involving recruitment and examinations. Develop and implement departmental and citywide training on Merit System procedures, and related rules and regulations involving the areas noted above. Develop and maintain an annual citywide examination plan that delineates announcement and testing objectives of the coming year for CCSF job classifications. Lead special projects and implement initiatives designed to provide technological enhancements and/or to improve the efficiency of administration of the merit-based employment system. Research a wide variety of employment problems and issues, as well as protests associated with the processing of job ads, applications and examinations procedures and prepare memoranda, reports, records, and data along with recommendations and/or conclusions for executive management and/or the Civil Service Commission. Audit citywide job ads, recruitments, examinations, and referrals to ensure compliance with City policies and procedures, as well as Civil Service Commission rules. How to qualify
A bachelor’s degree from an accredited college or university. Five (5) years of verifiable professional human resources experience in independently creating a variety of exam plans from job analysis data; developing and administering different types of valid, job-related exams; selecting and implementing appropriate testing techniques; and preparing a variety of reports documenting the exam processes. Three (3) of the five (5) years must include supervising professional staff performing exam-related activities. Substitution: Additional qualifying work experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units/forty-five (45) quarter units. Possession of a Master’s or Doctorate degree in Industrial-Organizational Psychology may substitute for one (1) year of the required professional experience (note, the advanced degree cannot substitute for the required supervisory experience). Desirable Qualifications: Current professional experience in recruitment/exams in a public sector environment. Professional experience in a merit-based [e.g., Civil Service] system. Selection Process Pre-Eligible List: Candidates who meet minimum qualifications are required to complete a Minimum Qualification Supplemental Questionnaire that will be sent as a link via email. This Minimum Qualification Supplemental Questionnaire is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications for this position. Candidates must complete this questionnaire to move forward in the selection process. 2. Management Test Battery - Weight: 55% Candidates will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but not be limited to: Problem Solving; Leadership; Decision Making; Interpersonal skill; Human Resources Management; Team Building; Communication & Conflict Management. This is a standardized examination, and, therefore, test questions and answers are not available for public inspection or review. 3. Multiple-Choice, Exams Core - Weight: 45% Candidates deemed eligible and admitted to the selection process will be administered a written multiple-choice test designed to measure knowledge, skills and/or abilities in job-related areas. These include but are not limited to: principles, concepts, procedures and processes related to job analyses, test development, test administration, recruitment, harassment, EEO and ADA laws. It is also designed to measure analytical and quantitative ability, basic statistics, ability to interpret data in tables, graphs and charts, and basic computer use (e.g., Outlook, WORD, Excel, PowerPoint). Candidates must attain a minimum passing score on this test component in order to move forward in the selection process. The above multiple-choice test component is a standardized exam and, therefore, test questions and test answers are not available for public inspection or review. Score Banking:
Scores attained on the management test battery (MTB) and the multiple-choice technical knowledge exam components are "banked" for three years, starting from the date of the examination, and are applicable to the MTB and both the 1246 and 0931 Human Resources’ positions where “Exams” is the job’s emphasis. This means that, should you apply during this three-year time period for other classes requiring the MTB or a 1246 and/or 0931 HR job opportunity for which “Exams” is the position’s primary focus, you will not be required to re-take the test components. If the selection process for other classes requiring the MTB or a future 1246 or 0931 HR job ad is held within one year of the date of this exam and it includes these test components, your score on the test components automatically will be applied to that ad. [Please note that separate pass points for this test component will be applied with respect to the 1246 and 0931 selection processes (i.e., a higher pass point is applied with respect to 0931 HR recruitments). However, after one year, you have the option to either (a) apply your test scores to the other announcement or (b) re-take the test components.
