Program Officer - HAPPI Project Through its Immunization Center, JSI seeks to strengthen global, regional and country efforts to improve Routine Immunization systems and increase coverage at scale in a sustainable and equitable way. JSI is a global leader known for its unique focus on strengthening routine immunization as an integral part of the broader health system. JSI works at scale with Ministries of Health and partners to support the multiple interrelated components of the RI system to improve equitable, high coverage through identifying, designing and spreading promising new program approaches to sustainably overcome long-standing challenges. The Program Officer (PO) will support a Bill & Melinda Gates Foundation (BMGF)-funded HPV Vaccine Acceleration Program Partners Initiative (HAPPI) project, a consortium of five partners, led by JSI. The consortium works to engage in global HPV vaccination coordination, learning activities, and to provide targeted, catalytic support for introducing the HPV vaccine or improving coverage uptake in a large range of countries. The PO will support the project management aspects toward project objectives and activities and will serve a key role in coordinating among partners. Overall responsibilities include a range of activities related to providing programmatic, administrative, operational and new business support to the project and Immunization Center. Responsibilities

The Program Officer will support day-to-day management of the BMGF-funded HPV project. Tasks will include some or all of the following: Facilitate communications between home office, field office, and between technical and management staff to ensure regular, open communication including routine team meetings. Collaborate with staff to schedule, draft agendas for, and support facilitation and notetaking of programmatic meetings. Coordinate processes to support program strategy development, work plan development and monitoring; support the day-to-day implementation of work plan activities. Provide financial and administrative support (in both French and English) to back-stop in-country teams and field offices to facilitate program and financial management, operations, and comply with JSI’s systems and procedures. Collaborate with technical staff to draft scopes of work/RFPs for consultants, contractors, or technical assistance providers working under assigned project activities; in consultation with technical staff help ensure scopes of work are followed and quality deliverables are submitted. Assist project in recruiting local staff, and orienting field staff to JSI and donor systems. Collaborate with the Washington and field office finance and admin staff to coordinate and implement start-up/close-out procedures and tasks as required. Collaborate with and coordinate among project partners; communicate with the client as needed. Carry out other relevant tasks as requested. Administrative Management

Support travel logistics for program staff and consultants. Support finance staff to draft and review subcontracts and vendor agreements; maintain print and electronic operating files and regularly update network drives. Documentation and Knowledge Management

Help maintain project files. Lead the preparation, editing, formatting and dissemination of project reports, workplans, presentations, technical documents, etc., including tracking deadlines for reporting to ensure timely, quality reports. Assist as needed with communications staff to coordinate project materials, newsletters, and other communications materials in support of the project. New Business Development

Assist Leadership in the development of various components of proposals and other new business development activities as requested. Work with other POs to monitor new business opportunities and update Immunization Center NBO team and project databases. Other duties as assigned. Qualifications & Requirements

Fluent spoken and written English & French required. A Bachelor’s degree and a minimum of 3 years working in the field of international development or public health, including relevant in-country experience or a Master’s degree with one year experience. Previous experience backstopping overseas field offices preferred. Proven administrative and organizational skills. Strong time management/task prioritization skills. Ability to work independently and in groups, to manage multiple tasks concurrently, and to meet deadlines with attention to detail and quality. Excellent interpersonal and team skills--demonstrated ability to interact professionally with culturally and linguistically diverse staff, clients, and consultants. Excellent writing, communication, prioritization and organizational skills. Computer literacy in MS Office Suite (e.g., MS Word, Excel, and PowerPoint); knowledge of other computer programs or graphic design experience a plus.
