Salary Range:

$111,946 – $138,757 +/- (commensurate with qualifications and experience)

Essential Duties and Responsibilities

Administer leadership, planning and coordination of City-wide emergency management initiatives.

Supervise emergency management staff.

Oversee and coordinate homeland security grant program activities and assume ultimate responsibility for overall compliance with federal grant requirements.

Serve in General Staff or Command Staff positions during Emergency Operations Center activations.

Serve as the departmental representative for public information and public education activities.

Oversee administration of the Comprehensive Emergency Management Plan during disasters, emergencies, and special events. Provide organizational emergency preparedness training and disaster education.

Monitor severe weather, issue alerts, and oversee siren activations, policies, and testing.

Oversee the maintenance of the Emergency Operations Center in a near-ready state.

Oversee administration of the departmental finances by approving purchases and developing department and grant budgets.

Create and give presentations to City Council and senior administration.

Minimum Qualifications

Four year college degree

7 years related experience

1 year in a leadership role

Certified Emergency Manager (CEM) from International Association of Emergency Managers (IAEM) or the State of Texas or ability to obtain within one year of hire.

Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

Preferred Qualifications Education/ Experience:

Bachelor’s Degree in Emergency Management, Emergency Response or similar field of study

7-10 years experience in emergency management and grant administration

1-3 years supervisory experience

Experience as a program coordinator in a public safety/emergency management organization

Experience as an adult trainer or educator in Emergency Management

Knowledge, Skills & Abilities:

Comprehensive knowledge of the National Incident Management System and Texas GDEM grant system

General knowledge of municipal government operations

Comprehensive knowledge of Emergency Management best practices

Excellent skill in communication both verbally and in writing

Skill in effective problem solving and conflict resolution

Skill in Microsoft Office (Word, Excel, PowerPoint, Outlook)

Ability to work well with people of diverse public safety and public administration interest

Ability to adapt to flexible work environments

Licenses and Certifications

Certified Emergency Manager (CEM) certification from International Association of Emergency Managers or State of Texas or ability to obtain within one year of hire

FCC Amateur Radio Operator’s License or ability to obtain within six months of hire

Valid Class C Texas driver's license

Successful completion of the required Federal Emergency Management Agency's Independent Study (IS) Programs courses (or FEMA recognized equivalents), including IS-100, IS-200, IS-300, IS-400, IS-700, and IS-800

Physical Requirements / Work Environment The incumbent works in a typical office environment; occasional exposure to unpleasant environmental conditions or hazards. Job requires some lifting, bending, stooping, standing and other physical activities. May be required to work weekends and holidays depending on Emergency Operations Center activations and community meetings or special events.
