is responsible for Elevance Health’s federal government contracting business’ contract administration, subcontract administration, and procurement support. This role is currently resident within the wholly-owned entity of National Government Services (NGS) and sits on the NGS Senior Leadership Team, reporting directly to the federal business’ Chief Legal and Compliance Officer. How you will make an impact: Leads and manages all aspects of federal contract administration and procurement, including strategy, policies, automation, and staff. Defines and develops procurement contracting and subcontractor processes and procedures; ensures compliance with company policies, contractual and legal requirements, and Federal Acquisition Regulations (FAR). Partners with Profit & Loss (P&L) leaders and program directors to implement contract requirements. Manages the administration of federal contracts and subcontracts in accordance with customer and contractually required deliverables and FAR regulations. Senior leader responsible for contract administration and procurement thought leadership and support to NGS Leadership Team, P&L leaders, Program Directors, Business Development/Proposal teams, and Pricing on cost proposal strategies, bidding decisions, program status, opportunities and risks, and teaming arrangements. Manages subcontract and procurement functions responsible for all aspects of supplier/vendor management. Hires, trains, coaches, counsels, and evaluates the performance of direct reports. Minimum Qualifications: Requires a BA/BS in a related field; 10+ years of experience in government contracting processes and contract administrative systems; or any combination of education and experience that would provide an equivalent background. Preferred Skills, Capabilities, and Experience: MBA or JD preferred. Experience in FAR and CAS-covered contracts, strongly preferred. Experience with GSA schedule contracts, preferred. Experience with cost reimbursement and other types of contracts, strongly preferred. Federal health experience and/or civilian federal services contracting, preferred. Experience managing a dispersed and diverse team of professionals, preferred. If this job is assigned to any Federal Government Solutions entity, the applicant and incumbent fall under a 'sensitive position' work designation and may be subject to additional requirements beyond those associates outside FGS. Requirements include but are not limited to more stringent and frequent background checks and/or government clearances, segregation of duties principles, role-specific training, monitoring of daily job functions, and sensitive data handling instructions. Associates in these jobs must follow the specific policies, procedures, guidelines, etc. as stated by the FGS organization in which they are employed. For candidates working in person or remotely in the below locations, the salary range for this specific position is $132,560 to $238,608. Unless specified as primarily virtual by the hiring manager, associates are required to work at an Elevance Health location at least once per week, and potentially several times per week. Candidates must reside within 50 miles or 1-hour commute each way of a relevant Elevance Health location.
