We are seeking a

Program Manager

to join our team and support our National Security client in

Northern Virginia . The ideal candidate will be responsible for all relevant program(s) oversight, resource management, risk management, service delivery, customer relationship management, service operations, and incident management of a large IT environment.

*This position is contingent upon contract award

Duties and Responsibilities:

Lead a Cross Functional Team of senior, experienced technical leads and staff, providing services to Unissant's customers.

Develop, update, and maintain the program plan to ensure timely delivery of IT, consulting, or other services and adequate resource allocation.

Manage P&L, budgets and forecast through financial controls as well as establish and implement metrics and key performance indicators to manage various projects and report results to senior management and the customer.

Responsible for transition planning and execution of multiple initiatives, advising customers on strategy and presenting complex ideas and IT solutions to a large number of government officials, including business stakeholders.

Responsible for management, manpower utilization, and supervision of employees (including subcontractors) of various labor categories and skills across projects.

Work with government contractors, Unissant Project Managers and Contracting Officer Representatives for oversight and milestone delivery of projects.

Effectively communicate and keep Unissant management and client stakeholders aware of project status, budget utilization, issues, risks, and successes. Escalate critical items appropriately.

Identify critical success factors at onset and throughout program lifecycle and ensure removal of barriers to success.

Advocate and communicate the program's value and accomplishments to internal and external stakeholders.

Identify and champion opportunities to expand the business benefits of the program beyond current scope by developing business cases that qualify and quantify the anticipated return on additional client investment.

Manage an IT Portfolio of critical mission systems.

Responsible for sub-contract management.

Participate in industry forums such as ACT-IAC, FORUM etc. and champion Unissant in the marketplace.

Work Experience - Required:

12+ years of relevant experience in an Enterprise software development environment.

Must have experience in large IT service organizations or programs, including experience managing both IT Operations & Maintenance (O&M) and IT projects/new technology development and deployment.

Must have experience interfacing with clients at the program management level.

Demonstrated success meeting and exceeding client expectations for deliverables and service quality.

Must have experience and finesse dealing with all levels of senior management including C-level management.

A track record of continuous improvement and the identification of potential operational and process risks and formulate/implement effective mitigation plans.

Experience implementing different aspects of the ITIL Lifecycle.

Experience in IT project/program management with specific emphasis in IT operations, development and sustainment encompassing large scale multi-applications/systems environments.

A track record of program growth and development.

Experience in developing and maintaining plans such as Program Management Plan, Monthly Progress Report (MPR), Subcontractor Expenditures Plan, Contract Work Breakdown Structure (CWBS), and System Sustainment Plan.

Experience in supporting systems utilizing COTS products in both Infrastructure and Application Development environments.

Experience managing a team of engineers in the full ADP lifecycle in software engineering.

Work Experience - Desired:

At least eight (8) years of Project Management experience in an Agile Software Development environment, including methodologies related to software lifecycle management.

Experience with requirements tools and tracking such as JIRA.

Experience leading multiple teams supporting multiple applications with independent release schedules.

Experience defining all program activities and milestones required to meet objectives and deliverables, properly sequencing tasks and estimating effort with program team members doing the work, determining the critical path, and leveling the project schedule.

Experience monitoring program execution to identify obstacles and deviations from plan and takes corrective action as needed.

Experience conducting continuous risk assessment and management including developing measures to reduce risk in program execution.

Experience developing metrics and reports for tracking program execution.

Experience with contract management, budgeting, and resource allocation, including management of Subcontractor personnel.

Proficient in development of plans, assigning tasks, monitoring performance, communicating progress, resolving conflicts, and escalating issues.

Experience with all aspects of configuration management planning including configuration identification, change control, configuration status accounting, configuration audits, configuration documentation.

Job Skills:

Strong understanding of government contracting and procurement, processes, stakeholders, and professional services.

Enthusiastic, proactive, positive attitude with great listening skills and high integrity.

Ability to teach, grow and coach a team.

Excellent organizational skills, strong attention to detail and ability to effectively manage programs supporting multiple businesses.

Strong desire to mentor, coach team members while providing oversight for all aspects of relevant Program(s).

Must have demonstrated strengths in organizational skills required in selecting, motivating, and developing staff.

Ability to think and act strategically and proactively approach projects and issues.

Able to work under pressure and to be flexible with changing priorities.

Able to find innovative ways to solve problems.

Education:

Bachelor's Degree is required. Preferred field of study in Computer Science, Information Technology, Information Systems, Operations Management, or related field of study.

MBA/Master's Degree in a relevant field of study preferred.

Certificates, Licenses and Registrations (Desired):

Project Management Institute (PMI) Project Management Professional (PMP) Certification.

Certified Scrum Master (CSM) certification.

Communication Skills:

Excellent verbal and written skills, ability to present proposals and performance data, comfortable interfacing all levels of organization.

Ability to write clear and concise creative content in a highly confidential manner.

Clearance Requirements:

Ability to obtain and maintain DHS level Public Trust clearance is required.

Travel:

Willingness to be onsite with customer as required.

Willing to travel occasionally (up to 10%).

Environmental Requirements:

Mainly a routine office environment.

May be required to lift up to ten (10) pounds.

Flexible in working extended hours.
