Description
The Project Analyst (PA) position includes conducting technical meetings and interviews with customer managers and end users, documenting requirements and detailed system specifications for business and technical customers. The PA will research budget issues, perform financial forecasting, project evaluation and monitoring, and maintain compliance with applicable standards. The PA will act as a go-between for the project manager and stakeholders. The PA will gather, analyze and communicate requirements and changes to business processes, policies, etc. The PA will work with stakeholders to ensure the project objectives are in alignment with the project. The PA facilitates the requirements development processes, manages and/or updates associated documentation, project sites and develops alternate strategies for meeting customer requirements. This position also develops requirements traceability matrices (RTM) and works with other team members to ensure requirements are fully validated.
Requirements
U.S. citizenship is required.
Ability to obtain and maintain a Public Trust clearance as required by contract.
This is a hybrid position requiring onsite attendance in McLean, VA for 2-3 consecutive days each month.
Bachelor's Degree in Business, Information Systems, Management Information Systems, Math, and Science Degrees.
The Candidate must have 15 years of relevant experience preparing documentation that supports the development of acquisition strategy requirements.
Highly proficient in using Microsoft Office Suite (MS Word, Excel and PowerPoint), MS Teams, and MS SharePoint. Experience using tools for developing workflow analysis.
Strong writing, communication and organizational skills with the ability to interact effectively with users and stakeholders throughout the organization.
Must possess a good understanding of federal government contracting principles and practices.
Experience with IT infrastructure systems, and IT infrastructure life cycle management, budgeting and financial analysis.
Must have proven analysis skills not associated with software development.
Ability to coordinate and prioritize concurrent activities within a deadline-driven climate.
Ability to ask the right questions to identify the core business processes and the business rules that control or guide them.
Strong customer focus and management of relationship with user community.
Experience performing systems analysis and requirements elicitation.
Experience gathering critical data and providing overall support to the project team.
Ability to work within a multi-functional team environment.
Excellent problem-solving skills (issue identification, problem structuring, analysis, development of recommendations).
Excellent analytical skills including the ability to think through all aspects of problems and generate possible courses of action.
Ability to use analytical skills to recommend process improvements.
Demonstrated knowledge of Earned Value Management principles (EVM).
Knowledge of business systems analysis, planning, budgeting, meeting facilitation, and requirements elicitation.
Develop documentation that details the strategy for project implementation and lifecycle support. Develop analysis reports that summarize cost, schedule, and benefit information for projects.
Develop ancillary artifacts, briefings, and reports as required by the customer. Prepare presentation material for executive briefings.
Experience supporting software development will not be considered as this is not a software development project.

The candidate must have current and specific demonstrated expertise related to acquisition management, budgeting, planning, IT governance, and cost/schedule analysis.
