NYCAPS Central (NCC) is a human resources service center that oversees the expansion and maintenance of NYCAPS (New York City Automated Personnel System), a centralized automated personnel system for human resources professionals, managers, and employees to access and manage personnel and benefits information. NCC oversees the implementation of civil service and human resources-related transactions for over 300,000 employees citywide; supports approximately 96,000 NYC employees with their health benefits needs; and manages Employee Self-Service (ESS), an online tool that provides NYC employees with easy access to human resources, payroll, tax, City job applications and benefits information.
The Change Management unit is responsible for the development and maintenance of change management initiatives and training programs for all NYCAPS users as well as the testing and documenting of new functionality implemented in NYCAPS.
To support the continued development and enhancement of the NYCAPS Project and application, NYCAPS Central is seeking a Change Management Director. The position involves working closely with agency and NYCAPS Central subject matter experts and Change Agents to understand and implement changes to current operating procedures, analyze existing agency personnel operations and organizational structures, and development in NYCAPS Team Training Solutions. The Change Management Director will be expected to perform, but not be limited to, the following duties and responsibilities: Design and implement change management programs to support HR system changes for all NYCAPS users. Identify the need, design, implement and manage training courses on NYCAPS functionality and related business processes and procedures, including those associated with system implementations, new releases and procedural changes including eHire, ePerformance and all other future NYCAPS enhancements/releases. Supervise the development and maintenance of instructional materials. Evaluate short and long-term effectiveness of training programs and tools.

Preferred Skills Must work well with a team and independently, meet deadlines, analyze problems, and develop effective solutions. Proven experience in designing and implementing change management programs. Experience in developing effective training programs and on-line training tools. Experience in developing online user procedures and help tools. Excellent communication skills, both verbal and written. Strong PC skills with programs such as Microsoft Office 365 and eLearning software (e.g., SharePoint, PeopleSoft HRMS, Adobe Captivate). Working knowledge of PeopleSoft or similar HR applications. Possess excellent analytic and organizational skills. The ability to multi-task is essential.
