Administrative Staff Analyst (Non-Managerial)

Former M3-1002E – Open to candidates who are permanent in the civil service title of Administrative Staff Analyst I (non-managerial) or comparable civil service titles of Administrative Manager I (non-managerial) and Health Services Manager I (non-managerial).

The Division of Disease Control's mission is to safeguard the health of New Yorkers through identification, surveillance, treatment, control, and prevention of infectious diseases, achieved through varied and interrelated endeavors of its seven Bureaus. The Bureau of Division Management & Systems Coordination (DMSC) leads administrative, surveillance, informatics, preparedness, policy, communications, community engagement, and racial equity and social justice activities for the Division.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:

Track and maintain headcount, employee data, and related personnel information including the development of tracking systems. Responsible for continuous improvement and innovation related to improving processes, addressing performance, creating action plans, and supporting the career growth and development of employees. Oversee the development of metrics for HRIS (Human Resources Information Systems) related transactions such as hires, promotions, transfers, terminations, and discipline records. Supervise HR staff in the preparation of posting notices, job analyses, new hire, and salary adjustment paperwork; actively participates in the recruitment and onboarding process. Develop Standard Operating Procedures (SOPs) to inform staff on division/agency-specific HR procedures. Work closely with supervisors and managers to advise, counsel, and provide coaching & resolution to address employees' performance; provide performance management guidance to line management. Maintain a highly engaging culture, motivating employees, and fostering an environment with high levels of teamwork, accountability, communication, and vision. Develop organizational strategies by identifying and researching human resource issues, contributing information, analyses, and recommendations in support of the Division's strategic direction. Perform other HR & management tasks as needed. Perform qualitative and quantitative analysis necessary for recommendations and monitoring performance. Prepare confidential and non-confidential summary reports, monthly and ad hoc reports for the Assistant Commissioner. Assist the Assistant Commissioner in formulating strategies or suggesting changes or improvements to current HR business plans, policies, and procedures. Plan and implement the goals and objectives and the strategies of the HR Partnerships.

PREFERRED SKILLS:

Hands-on knowledge of New York City Automated Personnel System (NYCAPS) and other HRIS systems. Extensive knowledge of the City's Civil Service Rules and Regulations, Citywide Personnel Services, Bulletins (PSBs), and relevant Employment and Labor Laws. Supervisory experience managing a team of professionals.

Minimum Qualifications

A master's degree from an accredited college in a related field and two years of satisfactory full-time professional experience, including 18 months in a managerial or supervisory capacity. A baccalaureate degree from an accredited college and four years of professional experience in the areas described above, including 18 months of executive, managerial, administrative, or supervisory experience.
