Technical Business Analyst
Position Overview:
We are seeking a skilled and motivated Technical Business Analyst to join our team. The successful candidate will be responsible for analyzing business requirements, designing technical solutions, and ensuring successful implementation and validation of systems. This role requires a blend of technical, analytical, and business skills to support dynamic projects, including migrating reporting platforms to cloud environments, managing large data sets, and overseeing parallel operations of on-premises and cloud environments. The candidate must have exceptional communication and collaboration skills and experience working with stakeholders at all levels—both functional and technical.
Responsibilities:
· Requirements Analysis: Gather, analyze, and document business requirements to facilitate implementation and validation through test planning. Collaborate with stakeholders to understand their needs and translate them into technical specifications.
· Stakeholder Management: Engage with and manage expectations of various stakeholders, ensuring alignment and successful project outcomes.
· Project Coordination: Coordinate project tasks, timelines, and resources, ensuring projects are delivered on time and within scope.
· Cloud Migration: Support efforts in migrating reporting platforms and data environments to the cloud, ensuring a seamless transition and minimal disruption to existing operations.
· Parallel Operations: Manage requirements for parallel operations of on-premises data environments while supporting development of requirements for testing and validation of new cloud environments, ensuring both environments operate effectively during the migration period.
· Large Data Set Requirements: Work with stakeholders supporting large data sets to support analysis, solutions design, and data-driven decision-making, ensuring data integrity and scalability in both on-premises and cloud-based systems.
· Data Analysis: Manipulate and interpret data using tools such as SQL, Excel, and BI tools (e.g., Tableau, MicroStrategy, SAP Business Objects) to support decision-making processes, especially during the cloud migration process.
· Technical Documentation: Create and maintain comprehensive technical documentation, including user stories, use cases, and system specifications, ensuring clarity and accuracy for cloud-based systems and on-premises data environments.
· System Design: Collaborate with technical teams to design system architectures that translate business needs into effective technical solutions, focusing on cloud environments and data migration strategies.
· SDLC Management: Apply knowledge of software development lifecycle methodologies, such as Agile, Scrum, and Waterfall, to manage project timelines and deliverables related to both on-premises and cloud-based systems.
· Database and Cloud Management: Familiarity with database management systems (DBMS) like RedShift, MySQL, or MariaDB, and cloud-based systems such as AWS, Azure, or Google Cloud Platform, to support data-related tasks and cloud migrations.
· API Integration: Work with APIs, performing integration and testing to ensure seamless data exchange between on-premises systems and cloud platforms.
Qualifications:
· Ability to obtain a Federal agency security clearance.
· A self-starter with excellent verbal and written communication skills.
· Bachelor's degree in Computer Science, Information Technology, Business Administration, or a related field.
· Proficiency in creating comprehensive and understandable documentation and reports for diverse audience and stakeholders.
· High level of accuracy and thoroughness in analyzing and documenting requirements.
· Exceptional attention to detail and adaptability to changing requirements.
· Experience supporting a remote workforce team and participation in effective cross-functional team collaboration and communication.
· Proven experience in requirements analysis, data analysis, and system design.
· Ability to create process flows, diagrams, and models using tools like Visio or Google Drawings.
· Proficiency in data manipulation and interpretation using tools like SQL, Excel, or BI tools.
· Experience in supporting large data set systems and working with cloud-based and on-premises data environments.
· Strong understanding of software development lifecycle (SDLC) methodologies and database management (DBM) systems.
· Basic knowledge of programming languages (e.g., Python, C#/.Net, JavaScript).
· Experience with API integration and testing.
· Strong problem-solving and critical-thinking abilities.
· Ability to effectively identify, assess, and mitigate risks to development and/or implementation.
Preferred Additional Experience:
· Experience working with Federal government clients and agencies and previous federal security clearance.
· Experience with business analysis tools such as Atlassian Jira or Confluence or similar.
· Familiarity with data visualization tools like Tableau, MicroStrategy, or SAP Business Objects.
· Experience with modeling tools like UML or BPMN in Visio for process and system modeling.
· Knowledge of change management principles and negotiation skills.
Client Background and Project Overview
The General Services Administration (GSA) provides a centralized procurement location and delivers value and savings in real estate, acquisition, technology, and other mission-support services across the Federal Government.
GSA’s Office of Corporate IT Services (IC) provides enterprise solutions for the agency’s information technology (IT) systems portfolio and advises GSA’s Service and Staff Offices on IT tools that support and enhance GSA’s enterprise functions. The office of Corporate IT Services also focuses on the delivery of innovative IT platforms, services, and solutions for the GSA IT enterprise.
This position relates to the development and technical support activities in support of applications maintained by the Payroll & HR IT Services Division (ICS).
ICS customers include the Federal Acquisition Service (FAS), the Public Building Service (PBS), fourteen GSA Staff and Service Offices, and external ePayroll customers. Extensive systems development life cycle (SDLC) experience and knowledge is required to provide Operations and Maintenance (O&M) and Development, Modernization, and Enhancements (DM&E) technical support for ePayroll & Human Resources IT (HR IT) applications maintained by ICS. It will also provide Security, Audit, and Privacy support for HRIT applications.
