Description

  • Gather, analyze, and document user requirements, business processes, and problems to automate or improve existing systems; elicit and document business needs for new systems.
  • Using Agile and Scrum methodologies lead an assigned application change SDLC from start to finish.
  • Document and organize associated change management information in a centralized electronic location approved by TDA.
  • Facilitate meetings and trainings to various audiences such as project status reporting to executive leadership and training various staff on the system modifications.
  • Analyze program policies and procedures to determine their effect on automated systems and system functional areas.
  • Organize and maintain the requirements repository.
  • Identify and recommend business process innovation through automation and assist in the preparation of proposals to develop new systems.
  • Develop and oversee complex project management deliverables such as project charters, project plans, test plans, and risk management plans.
  • Consult on the analysis of an application, troubleshoots system problems, and recommend solutions.
  • Provide quality assurance consultation to projects, assignments, or special initiatives.
  • Develop and review test cases; process change requests; and manage a project’s scope, acceptance, installation, and deployment.
  • Maintain assigned business relationships with vendors, seek best value for new and renewing technologies, and review and approve monthly and annual invoices.
  • Follow all TDA policies and procedures.


Qualifications (Minimum 8 years):

  • Performs highly complex (senior level) business analysis work
  • Develop and oversee project deliverables such as charters, design documentation, test plans, and risk assessment plans; and provide comments and suggestions to document owners
  • Consult on the analysis of an application, troubleshoots system problems, document occurrences, and oversees implementation of solution
  • Provide complex quality assurance consultation to, or oversight of, projects, assignments, or special initiatives
  • Using Agile and Scrum methodologies lead an assigned application change SDLC from start to finish.
  • Identify opportunities to improve business processes through automation and help prepare proposals to develop new systems
  • Develop training curricula and conduct formal training sessions covering assigned system modules
  • Develop the design and/or review of test cases; processes change requests
  • Written and Verbal communication with executive leadership
  • Prior State or Federal government work experience
  • CSM or ITIL certification
