NES Fircroft is actively seeking an experienced Oil/Gas Turnaround Planner / Project Manager for our client, an Oil Refinery located in Torrance California. This position will be a multi-year full-time contract opportunity with the Refinery, and will be working directly with the site's TAR Superintendent for Planning/Scheduling activities associated with their maintenance events through 2029.

Per Diems offered for non-local candidates who would be interested in relocating to the site in California for this long-term engagement.

Principle Responsibilities & Job Qualifications :

Responsible for owning the planning effort for assigned turnaround events, unit areas and associated projects from worklist development through the event. Verifies work described in the Turnaround Work List and develops detailed work scope activities, with craft type, estimated hours, plans and material requisitions. Assesses each job to understand the optimal plan to achieve turnaround premise including safety performance and budgeted cost. Assembles work packages with detailed information for planning and execution. Participates in schedule logic review. Develops the estimate of Direct Field Labor hours, overheads, materials, and equipment for assigned areas. Responsible for preparing logistics plot plans for assigned TA units to include temporary facilities, temporary power, major cranes, etc. Ensures that environmental plans for waste disposal, lead / asbestos abatement, frac tanks, vac trucks, etc. are developed in compliance with the site HSE standards. Reviews contractor planner job plans for accuracy prior to incorporation into the master project schedule. Identifies and communicates long lead material items in advance to be ordered in a timely fashion prior to execution of the turnaround event. Reviews estimates for accuracy with the Turnaround Superintendent / Manager and key support personnel before finalizing. Meets and communicates with cross-functional departments as needed to successfully facilitate the turnaround standard practice workflow process. Participates in project review and status meetings as required to stay aware of how associated projects will be incorporated into the Pre-Turnaround and Turnaround phases. Liaises with third parties such as external contractors regarding schedules and working practices. Addresses field and contractor requests for information related to turnaround project design and drawings. Generates purchase requisitions for major equipment, bulk items and subcontractor services. Identifies, reviews and escalates high-risk activities. Reviews and provides feedback on construction packages. Plans ahead to prevent problems and resolve any emerging ones. Analyzes, manages, and mitigates risks. Qualifications: Strong leadership skills. Experience and practical knowledge of Turnaround Planning / Scheduling and estimating principles and techniques. Proficient computer skills, including SharePoint, Citrix Sharefile, Outlook, MS Excel, MS Word, MS Access, MS PowerPoint, and Visio. Meeting facilitation abilities. Broad / Comprehensive exposure and use of Turnaround Project Controls tools and software solutions such as Primavera, Sharefile, Excel, etc. Basic understanding of refinery process, equipment, terminology, and work practices required. Ability to read and interpret engineering drawings / P&IDs required. Ability to conduct thorough research / write initial drafts / validate procedures / publish / rollout procedures / guidelines. Technical writing, presentation, and communication skills required. Experience: Relevant Project Management experience such as managing elements of Turnaround Integrated Events where projects are integrated into the Turnaround work scope. Broad knowledge of general engineering principles including: Solid understanding of refinery operation. Broad experience in multiple Technical/Engineering disciplines. Broad knowledge of Health, Safety, and Environmental standards. Awareness of Materials Management, Mechanical Integrity, Maintenance/Reliability, Turnaround, Construction, and Financial functions. 5 – 10+ years of experience in a refinery / petrochemical industry preferably in a Turnaround Lead role. Ability to prioritize multiple projects. Effectively working cross-functionally across various functions to articulate and secure functional support for the project.
