MORI Associates is seeking a Project Manager to provide remote project management support for the Office of the Chief Information Officer (OCIO) in support of the NASA Enterprise Multimedia and Integrated Technical Services (eMITS) contract. eMITS is the Agency’s enterprise-level contract creating and delivering multimedia and technical communications through the use of the internet, digital platforms, and IT management for NASA’s Office of the Chief Information Officer (OCIO) and Office of Communications (OCOMM). From photographing rocket launches and recoveries, to producing engaging videos, to information technology management, to using social media to share NASA’s message, eMITS integrates services for NASA IT and provides NASA’s communication to the outside world. Come join us in support of NASA’s mission to inspire the world through information and discovery. JOB DESCRIPTION / FUNCTIONAL RESPONSIBILITIES:

This Portfolio Manager position will include but not be limited to the following activities: Provide Agency IT project managers with guidance on OCIO Program and Project Management policies and procedures related to project governance, milestones, key decision points, and system engineering reviews. Assisting with the formulation of each effort's strategic and operational plans to ensure integration and portfolio alignment. Aligning portfolio approach, impact, and timing with the broader environment and proactively mitigating risks to the schedule and resolving or escalating conflicts. Coordinating with Customer Engagement representatives on communications with internal/external stakeholders and customers ensuring they are informed of progress, deviations from plans, and risks. Tracking each project plan and assisting with the prioritization of critical resources while advising project managers on how to keep the project on track or developing an alternate course of action. Gather IT requirements in executive meetings and provide updates to support the operations for Agency Level Offices, Service Lines, and Projects. Synthesize data captured using custom tools in the Enterprise Program/Project Management Tool for the OCIO. Interface with Senior Government IT Executives using appropriate means of communication. Back up Information, Data, & Analytics Services (IDAS) team members as required. This position will be responsible for providing the following deliverables: Managing large, complex information technology projects, directing, and integrating the project's operations. Coordinating the efforts of direct reports or team members to ensure that required tasks are accomplished on schedule and within budget. Identifying and managing project dependencies, constraints, and risks. Project Lifecycle documentation to support project managers through the project lifecycle. Create and present executive level presentations representing the portfolio of projects. Provides weekly status updates to support management review of progress. Create, track and report on risks for portfolio and projects. Document requirements to feed enterprise solution tools. Analyzes current and planned portfolio against the IDAS Service Line Plan Goals and Objectives. Remote, hybrid, and onsite positions the employee bears travel costs to nearest NASA Center for badging and issue of NASA IT equipment. EDUCATION AND PREVIOUS WORK REQUIREMENTS:

Minimum education - BA/BS in Project Management, Communications, Business Administration, or an IT related discipline Minimum experience - 6 years EXPERIENCE/COMPETENCIES/SKILLS:

Minimum Requirements: 6+ years of project management experience 3-5 years of business/mission (outcomes/impacts), strategic/tactical (project planning) and operational (implementation/service/product delivery) Project Management Professional (PMP) certification Experience with Risk Management and best practices Experience using tools for requirements gathering and implementation Experience in creating and maintaining Integrated master schedules and applying earned value management techniques (desired, not required) Proficient in Microsoft Office 365 (Word, Excel, PowerPoint, Outlook, Lync, Teams, OneNote, One Drive), SharePoint, and Box. Preferred Qualifications: Proficient in Microsoft Excel, PowerPoint Strategy Management ITIL Certification (desired, not required) Microsoft SharePoint (desired, not required) Microsoft Project (desired, not required) The expected salary range is $115-130K.
