SSCI is a growing company focusing on research and development and transition for Military customers. We are based in Burlington, MA doing exciting work related to various types of autonomous vehicles. The company is looking for a motivated and experienced Contract Manager to play a strategic role in the company, providing knowledge, expertise, and guidance regarding all contractual and legal issues.Please be aware many of our positions require the ability to obtain a security clearance. Security clearances may only be granted to U.S. citizens. In addition, applicants who accept a conditional offer of employment may be subject to government security investigation(s) and must meet eligibility requirements for access to classified information.Responsibilities:
Report to the Director of Contracts, the Contract Manager is responsible for overall management of the corporate contracting policy, as well as overseeing the administration of all customers, subcontractors, and strategic partner contracts.Develop solid working relationships with senior Program Managers, technical team, financial team and executive management team.Brief senior management and business leads regarding contractual and business issues.Develop and maintain strong respect for your advice and guidance related to contractual rights and obligations, as well as interpret terms and conditions.Review and evaluate Requests for Proposals (RFPs) to ensure proposals are compliant with the RFP requirements.Review and negotiate contracts with various government agencies and prime contractors.Write RFPs for subcontractors, evaluate subcontractor proposals, negotiate subcontract terms, and price, and assist in subcontract management and closeout.Write and submit contractual letters based on various scenarios after receiving input from Program Management and technical teams.Demonstrate knowledge of, and the ability to interpret and apply, understanding of the FAR, statutes and U.S. Government regulations in managing agreements and contracts.Prepare and review representations and certifications.Ensure contracts and subcontracts are compliant with FAR/DFARS requirements, as well as other applicable laws and regulations.Prepare, review, and negotiate various agreements, including but not limited to, non-disclosure agreements, teaming agreements, bailments, consulting agreements, etc.Remain current with government contracts and identify relevant trends or changes that will impact the business.Review proposals with experience, knowledge and understanding of how those documents are assessed and evaluated. Manage prime counterpart relationship and all contractual documents during proposal process.Develop solid working relationships with outside partners including contractors, government contracting officials and auditors.Assist in contract closeouts.Requirements
Basic Skills and Experience:
Bachelor’s degree is required with at least 5 years of related experience in US government contracts and/or subcontract administration.Strong knowledge of compliance with relevant laws, regulations, terms, conditions and policies governing assigned contracts, including FAR, DFARs.Experience working with government contract administration processes including subcontract flow downs, change management, close-out and records retention.Experience and thorough understanding of proper contract draft, negotiation and use of contracts, subcontracts, teaming and other forms of agreements.Experience identifying issues/gaps and effectively develop solutions.Experience working with matrix organization.The ability to obtain and maintain a Secret security clearance.Preferred Skills and Experience:
Juris Doctor or MBA degree.Current ACTIVE Secret security clearance.Experience with SBIR and/or DARPA contracts.Experience working in a dynamic, high-growth, small company environment.The ability to be flexible and wear multiple hats.Excellent communication skills and sound judgement.Salary is competitive with market rates, with significant incentives for new business development.
