Summary The Division of Administration (DA or Division) directs the innovative internal management of the Commodity Futures Trading Commission’s (CFTC or Commission) business, human resources, financial, technological, security, and strategic operational resources. This position is located in Legal Technology Services, Systems Development and Management, Information Technology Branch within the Division of Administration of the Commodity Futures Trading Commission (CFTC). Responsibilities As the Supervisory IT Specialist for the Legal Technology Services Section for CFTC you will advise and assist the CIO/Associate Directors in fulfilling the agency's responsibilities for establishing and implementing an appropriate and effective enterprise IT program to achieve CFTC's mission goals and objectives. Specific responsibilities include: Overseeing all aspects of the eLaw Program, Including the three specific areas; Electronic Data Discovery & Operations, Litigation Support, and Digital Forensics. Directly supervising CFTC staff and contract staff in the areas of discovery data processing, audio analytics, data archiving & restoration, production tracking, quality control, data base administration, systems operations and security, and relativity database management. Partnering with CFTC leadership to develop the vision and lead a dynamic enterprise-wide eLaw program in support of the agency's mission. Managing and conducting studies and research of legal software, hardware and latest technologies that have the potential for future support to the Commission's mission. Exercises an active and direct role in strategic planning and decision-making for the entire eLaw program. Overseeing studies of work requiring the use of commercial software applications based on long-range DA-IT objectives, user feedback, and knowledge of the range of potentially applicable solutions. Serving as a technical advisor to the CIO/Associate Director and other senior CFTC management and keeps them informed regarding the status of issues related to the activities of the Legal Technology Services Team. For all positions, individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Specialized Experience: To qualify for the CT-15 level you must have at least one year (52 weeks) of specialized experience equivalent to the next lower grade (GS/CT-14 level). Specialized experience is defined that through which one has gained experience: Serving as a technical advisor to digital forensics, litigation support and legal teams in a large-scale law office, corporate law department or government agency; Participating in the development and revision of technical standards, methods and approaches in the implementation of overall operation of a litigation support or digital forensics program; and Providing digital forensics, litigation and investigation support to investigative teams. Education Education is not required for this position, nor may it be substituted for specialized experience. Additional Information This position is not in the Bargaining Unit. All employees are required to follow the Agency’s telework policy. If selected, you will be required to report to your assigned duty station to complete all onboarding procedures. Relocation: Relocation expenses will not be paid. Supervisory Probationary Period: You may be required to serve a one-year supervisory probationary period, if applicable. Time-in-Grade: You must meet time-in-grade requirements within 30 days of the closing date of this announcement, if applicable.
