We are seeking a
Director, Global and Strategic HR Services
who will be the internal HR consultant and primary point of contact for global HR matters at Johns Hopkins University. This position is responsible for Johns Hopkins University’s global HR policies, procedures, practices and operational structure. Additionally, the HR Director supports strategic HR services by providing consultation to the divisions reporting to the Executive Director Strategic HR Services. This position is located within our university’s central HR organization and works closely with benefits, compensation, HR payroll shared services, employee & labor relations, global HR partners, and employment functions. Specific Duties & Responsibilities Global Employment Consult and coordinate with departments hiring non-US employees for affiliated legal entities, including recruitment strategy, applicant tracking, reporting and global mobility for JHU work across different regions or countries. Facilitate the hiring of workers through a third-party payrolling agencies when required by legal status in country. Ensure all employment contracts comply with statutory requirements of the respective countries and advise on onboarding and offboarding processes to meet in country legal requirements. Review and maintain country handbooks for accuracy and consistency. Serve as a resource for employees on global HR policies and procedures, ensuring consistency across the University, both in the US and abroad. HR Management & Service Delivery Ensure that HR service delivery run efficiently, with a focus on employee experience, operational efficiency, and strategic support. Participate in conversations about HR service delivery that will support and influence alignment with Central HR priorities and overall business goals. Collaborate with University leaders and ERP project partners to implement and transform HR services effectively. Participate in implementation and transformation of HR services in partnership with Sightline leaders. Act as the HR business partner as needed to support the operational goals within University Human Resources and local HR units. Serve as the Appeals Hearing leader for JHU staff who are seeking to grieve employment disciplinary actions in accordance with H032 Appeals Policy. HR Subject Matter Expert/Human Resources Management Demonstrate Global HR expertise to consult on hiring abroad, statutory laws within different countries, immigration and severance liabilities. Advise HR Directors on a wide range of topics including HR policies and procedures, onboarding, recruitment, retention/engagement, promotion, organization design, employee relations and professional development. Proactively identify employee relations interventions and initiatives to strengthen communication and collaboration, and to build positive open relationships and culture with faculty, staff and student employees. Intervene and act as a point of escalation on employee relations matters, and Investigate employee issues, that can be complex and challenging. Serve as resource for employees and provide advice on and interpretation of HR policies and procedures. Ensure consistency of applications of policies within the Schools, Centers and abroad as it applies within the country. Special Knowledge, Skills, & Abilities Understanding of global professional and academic frameworks, including legal entities, taxation, social welfare systems, travel/work authorizations, security, and risk management. Ability to address diverse audiences, from employees to senior management, with international experience. Knowledge of employment compliance and regulatory environments, including country-specific statutory requirements and immigration practices. Project management skills with the ability to manage multiple tasks and deadlines. Strong verbal and written communication skills, with the ability to influence and train diverse audiences. Strong analytical skills and ability to handle both basic processes and strategic initiatives. Knowledge of HR information systems, particularly SAP/SuccessFactors and Workday. Excellent interpersonal skills and the ability to work well with colleagues, clients, and external organizations. Technical Qualifications or Specialized Certifications PHR, GPHR, SHRM SCP or equivalent. Experience with MS Office (Word, Excel, Outlook, PowerPoint). Minimum Qualifications Bachelor’s Degree in Business, Human Resources or related field. Eight to ten years’ experience in an HR function, preferably with a global mix in a variety of functional areas or as a generalist and preferably with deep international experience/exposure.
