Job Description This position will report to the Live Virtual Constructive (LVC) Solution Group Vice President of Business Development and include the authority to lead, manage, and integrate all necessary activities to transition qualified business opportunities to contract awards. The successful candidate will engage with senior DoD leadership and acquisition teams, provide guidance to HII proposal teams for producing a discriminating proposal in response to single award contract or IDIQ task order requirements. The position requires confident, knowledgeable, and hands on leadership that works collaboratively with all stakeholders, while staying focused on what is required to win.

Essential Job Responsibilities

Functions include analysis of RFPs/SOWs, development and execution of capture plans, and orchestration of all capture activities during the capture phase, proposal phase, and post-submittal period of the business acquisition life cycle.

Define capture team resource requirements, develop bid and proposal cost estimates, and build a capture team with necessary support elements in place.

Develop winning bid strategies and winning price strategies, and recommend pursue, bid, and other milestone decisions to senior management (i.e., gate reviews).

Lead capture efforts to win new business and grow new business on existing contracts.

Develop and implement capture strategies for new business opportunities.

Identify and assess customer decision makers, resource providers, stakeholders, and key influencers.

Engage customers to identify and shape business opportunities using knowledge of company capabilities, client relationships, and contract vehicles acquisition paths.

Identify potential risks to business capture and develop risk mitigation strategies.

Lead development of win themes and competitive discriminators; prepare teaming gap analysis.

Assess potential teammates and competitors; select teaming partners and negotiate optimal teaming agreements that support LSG business objectives.

Conduct after action reviews of capture efforts to document lessons learned and identify areas for improvement in capture strategy, processes, techniques, and actions.

Define capture team resource requirements and submit B&P requests for the capture effort.

Lead the development of white papers, market surveys, RFI responses, sources sought responses, and other formal written responses.

Manage business development lifecycle processes to include gate reviews, color team reviews, proposal development, and performance metric and status reporting.

Represent HII as an internal and external point of contact on new business pursuits.

Minimum Qualifications

8 years relevant progressive experience with Bachelors in related field; or 6 years relevant progressive experience with Masters in related field.

BA or BS degree with 10+ years of experience/5 years of relevant experience with successful capture of large programs ($50M+) with DoD customers.

Established professional network with potential customers in relevant market sectors.

Proven ability to form strategic partnerships with large and small business partners in Federal markets.

Demonstrated technical business acumen with ability to learn, adapt and manage multiple complex tasks.

Demonstrated organizational leadership ability with strong written and oral communications skills, strong interpersonal skills, and a positive, winning attitude.

Ability to lead and/or work collaboratively with fast-paced, cross-functional teams.

Ability to engage with senior leaders and executives successfully and purposely.

Ability to work proactively and independently with minimal supervision.

Ability to lead in an engaged, diverse, and inclusive culture to bring out the best of the workforce.

Possess thorough knowledge of the business development life cycle.

Creativity in capture methodology, solutioning, and pricing strategy.

Willing to be hands on developing winning proposals for key pursuits, including research, analysis, and writing.

Travel as required 10-25%.
