POSITION SUMMARY
The Division Chief is responsible for managing the Community Risk Reduction Division. The Division Chief conducts inspections for the purpose of enforcement of federal, state, and local laws, ordinances, and codes pertaining to fire prevention and the protection of buildings from fire. Conducts investigation of fires; maintains records and carries out fire prevention programs; does related work as required. Coordinates company inspections and provides assistance with methods to perform them. Performs data analysis and assists in fire prevention and public education activities, utilizing data to help plan targeted community risk reduction activities. May provide training of suppression personnel in fire prevention activities and techniques. The Division Chief will assume appropriate roles within the Incident Command System as assigned.
REPORTING RELATIONSHIPS Reports to the Fire Chief.
SUPERVISION EXERCISED Supervises and trains Fire Department personnel in duties related to Community Risk Reduction; inspections, fire prevention activities, and investigations.
ESSENTIAL FUNCTIONS The Division Chief of Community Risk Reduction will be required to:
General Establish and maintain positive working relationships with the public and business owners. Ensure the enforcement of all fire prevention laws, codes, and ordinances relative to the protection of life, property, and the environment from fire. Represent the Fire Department in legal proceedings related to fire code enforcement, infractions, citations, and fines. May be required to serve as the Battalion Chief or Deputy Chief in their absence. Perform analyses by utilizing organizational performance measures and data reporting tools to identify trends, opportunities, or other patterns for service delivery.
Field Work Responds to major emergencies to assist Fire Command staff and to control fire and life safety systems or initiate fire cause and origin investigations, as required. May be required to participate in city emergency management functions. Conducts detailed field inspections of all types of buildings, occupancies, and special protection systems to determine and enforce compliance with federal, state, and local codes and ordinances; provides follow-up inspections as necessary. May occasionally function as the Incident Commander, Incident Safety Officer, or other duties as assigned. Coordinate and participate in public relation (PR) events to educate the public on all matters related to community risk reduction (life safety, incident stabilization, property conservation). Perform other duties as assigned.
Station Work Maintain and manage fire inspection, public fire and life safety education, fire investigation, plan review, and other Community Risk Reduction program records. Receives and reviews various reports and documents for completeness, accuracy, and content including inspection reports, architectural drawings, insurance forms, fire incident reports, test certifications, and technical reports. Perform basic office work functions, such as copying, scanning, typing, filing, writing memos, and sorting. Facilitate shift meetings with command staff, company officers, and line personnel regarding CRR division activities, as necessary. Ensures behaviors and actions align with the city and departmental vision, mission, and values; directs and oversees the implementation of and compliance with city and fire department policies. Support and uphold Continuous Improvement Processes (CIP) and programs to maintain a high level of community safety. Assist with the development of short and long-term planning strategies. Perform other administrative duties as assigned.

Demonstrate an ability to manage multiple assignments of personnel, allowing them time to complete their assignments. Complete reports and assignments in a timely manner.

Research and recommend educational offerings for the various levels of the department that will assist with the professional and personal development of its members. Consider working towards a credential designation as a Fire Marshal by the Center for Public Safety Excellence and/or the Executive Fire Officer Program offered by the National Fire Academy.
MINIMUM QUALIFICATIONS, CERTIFICATIONS AND EDUCATION Seven (7) years of career firefighting and paramedic experience with the New Berlin Fire Department or similar sized department, with at least two (2) years of experience in the rank of Lieutenant or above. Superior oral and written communication skills. Comprehension of technical data, written instructions, and verbal orders. Computer literacy in Microsoft Office programs and other software programs. WORKING CONDITIONS AND PHYSICAL DEMANDS The work environment characteristics described below are representative of those an employee may encounter while performing the essential functions of this job. While performing the duties of this position, the employee is frequently required to: stand, walk, balance, sit, kneel, crouch, stoop, climb, bend, crawl; use hands to finger, handle, feel or operate objects, tools or controls; reach with hands and arms; climb stairs and ladders; and be able to traverse unstable surfaces. The position requires mobility in residential, commercial, and industrial facilities as well as outdoor environments. Duties involve moving materials weighing up to 100 pounds on a regular basis, such as boxes, office equipment, specialized medical equipment, etc., and occasionally weighing over 100 pounds. Manual dexterity and coordination are required approximately 90% of the work period while operating equipment such as computer keyboard, telephone, and motorized vehicles. At times the employee will be required to operate in conditions where noise levels are elevated and hearing protection may be required. The noise level in the work environment is typical of most office environments. In the course of duties, the employee may encounter hazardous materials, blood-borne pathogens, and/or other hazardous environments. Part of the work period may be spent in other environments which may expose the employee to inclement weather, hazardous materials, and other extreme and/or dangerous environments where personal protective equipment may be required.
