JOB ANNOUNCEMENT

Rancho California Water District is currently seeking a well-qualified candidate for a Principal Human Resources Analyst position. In person interviews to begin between December 9 - 20, 2024.

Ideal Candidate The ideal candidate will be well versed in all aspects of human resources, have expert knowledge in HRIS programs, and be able to establish strong relationships with employees, management, and vendors. Will be proactive and able to manage a wide range of tasks with ease.

Job Description

Under general direction, plans, organizes, participates in advanced and complex activities in the development, implementation, and administration of the District's human resources programs and may perform lead supervisory functions. The area of responsibilities will include recruitment and retention, benefits administration, employee relations, labor relations, personnel policy administration, and compliance with human resources related policies and procedures for District employees and retirees.

CLASS CHARACTERISTICS This class is distinguished from the Senior Human Resources Analyst by the increased level of managerial responsibility assigned. Assignments are typically in the form of general instructions and objectives from the Director of Human Resources Director requiring the application of planning, knowledge, independent judgment, and initiative in coordinating departmental operations. This includes providing human resources expertise in an advisory role to upper-level management; for overseeing and performing difficult and complex work involving research, analysis, and recommendations. Serves in a lead role over professional level subordinates. This job classification is unrepresented.

EXAMPLE OF DUTIES (Duties may include, but are not limited to, the following):

Manages assigned functional areas to ensure a high level of performance, efficiencies, customer service is received by internal and external customers. Develops and maintains a positive and credible working relationship with managers, supervisors, labor representatives and employees. Maintains a policy-level focus while being attentive to detail and ensuring timely service delivery to internal and external customers and responds to changing demands with flexibility and innovation. Participates in the monitoring, forecasting, and development of the department budget, making recommendations as needed. Manages and provides quality assurance for the development and maintenance of the department's automated systems and databases. Coaches' managers and supervisors on employee relations. This may include reviewing documentation for minor discipline and consulting with employees and/or supervisors/managers. Interprets and clarifies District human resources policies, procedures, and regulations to District management, staff, and the public. Respond and resolve challenges to information contained within, including items related to labor relations. Stays informed and evaluates federal, state and local legislation, including other related regulations that govern human resources functions. Recommend policy changes required for compliance and monitor to ensure compliance. In coordination with the Director of Human Resources, assist in formulating strategies for short- and long-term training goals and objectives. This includes implementation of training programs and workshops that support succession planning efforts. Assists in labor relations including contract negotiations with employee association representatives and serving as a member of the negotiating team as needed. Participates in the preparation and defense of claims filed against the District in relation to human resources. Collaborates with counsel in representing the District during litigation. In the absence of the Director of Human Resources, performs functions of the Director that may include presenting reports to the Board of Directors and/or General Manager, overseeing lower-level Human Resources staff, and other duties, as needed. Represents the District with consultants and contractors; prepares correspondence and reports on highly sensitive and complex human resources. Manages the District's benefit programs: Negotiating benefit brokerage services and program administrator contracts; researches and recommends program enhancements and cost-containment strategies; resolves service delivery problems and acts as liaison between employees and service providers. Coordinates with District departments to resolve human resources problems; analyze staffing needs, interpret human resources policies and procedures; and recommends effective course(s) of action Research assigned projects to include compiling, analyzing, and generating recommendations and reports as needed. Performs other duties as assigned QUALIFICATIONS Expert Knowledge of:

Principles, practices, and techniques of public personnel administration, including recruitment, testing, and selection, classification and job analysis, compensation and benefits analysis and administration, EEO/affirmative action, employee relations, employee development, and performance management Principles and practices of employee and labor relations, including negotiation and contract administration practices Federal, state, and local laws, regulations and court decisions applicable to areas of assigned responsibility District personnel policies and Memorandum of Understanding provisions Ability to:

Plan, organize, and implement program and related activities Coordinate and conduct complex, multi-phased projects and programs Present proposals and recommendations clearly and logically Represent Human Resources effectively in dealings with employees and employee organization representatives on a variety of issues Conduct comprehensive and probing applicant interviews for all levels in the organization Communicate effectively in writing and verbally in meetings and before groups Prepare clear, concise, accurate, and persuasive reports, correspondence, analytical studies and other written materials Exercise tact and diplomacy in dealing with sensitive, complex, and confidential personnel issues and employee situations Select, train, and evaluate subordinates

PHYSICAL REQUIREMENTS/WORKING CONDITIONS The essential functions of this position will require the employee to perform the following physical activities:

Frequently use office equipment such as a computer, copier, and fax machine Must be able to carry, push, pull, reach, and lift materials and objects up to 25 lbs. Extended standing, walking, sitting, reaching, stooping, and bending Communicates verbally with District management, co-workers, and the public in face-to-face, one-on-one, and group meetings Regularly uses a telephone or radio for communication Ability to speak and hear in person, by telephone, and by radio Vision within normal ranges with or without correction Regular attendance Work in a temperature-controlled office environment with moderate noise Occasional travel by automobile conducting District business

SELECTION GUIDELINES

The appropriate knowledge, skills, and abilities can be achieved through a variety of combinations of experience and training. A typical example is:

Experience: Seven (7) years of progressively responsible professional human resources experience preferably with a government or public agency with a minimum of two (2) years of supervisory experience or equivalent (i.e. supervisory training, and/or supervising a project or team). Training: Equivalent to a Bachelor of Arts degree with major course work in public or business administration, human resources, psychology or a related field. Licenses and Certificates: California Class C Driver's License, required. Human Resources Professional Certification (PHR, SPHR) desirable

The District provides eligible employees the opportunity to participate in various employee benefits. A few of those benefits are listed below:

Medical Insurance Eligible employees and dependents have the opportunity to enroll in medical insurance in accordance with District policies and applicable plan documents. Enrollment is available the first (1st) day of the month following the date of hire. Medical premium costs are shared between the District and the employee.

Medical Insurance Waiver Eligible employees may waive their medical insurance with proof of other health insurance. The monthly cash payment in lieu of medical insurance benefits will be equal to the lowest medical insurance premium for the employee only rate.

Dental and Vision Insurance Eligible employees and dependents have the opportunity to enroll in dental insurance and vision by 100% by the District. Enrollment is available the first (1st) day of the month following the date of hire

Flexible Spending Account (FSA) Eligible employees are able to participate in a FSA for out-of-pocket health care and dependent care expenses through the District's Flexible Spending Account Program.

Life Insurance The District provides eligible employees Group Insurance at twice their annual salary, capped at a maximum of $375,000 no cost to the employee. Employees will pay taxes based on the appropriate IRS Tax Table or Schedule for life insurance amounts in excess of $50,000 according to current Federal and State Tax Schedules.

Short Term Disability Insurance The District participates in California's State Disability Insurance (SDI) program. All employees are subject to the state program's tax withholding.

CalPERS The District participates in the CalPERS pension system requiring both an employer and employee contribution and include the 1959 Survivor Benefit plan. Employees shall pay the employee (member) contribution in the amount determined by CalPERS and in accordance with applicable employee agreements. The District also reports the value of any Employer Paid Member Contribution (EMPC) as special compensation for CalPERS for Classic Members.

PERS 2.7% @ 55 for employees hired on or before December 31, 2012 (Classic Member) PERS 2% @ 62 for employees hired on or after January 1, 2013 (PEPRA Member) Retirees The District provides a retiree benefit plan that provides group insurance to eligible employees retiring from the District. Benefits include medical, dental, and life insurance with premium costs shared between the District and employee. Eligibility for benefit based on date of hire and years of service

Deferred Compensation The District's Deferred Compensation Plan enables Board Members to defer a portion of their income. The Plan is intended to qualify as an eligible deferred compensation plan within the meaning of Section 457 of the Internal Revenue Code of 1986, as amended. Plans are administered in accordance with federal requirements and allow a member to:

Contribute up to amount specified annually by the IRS Catch-up plan for those 50+ of up to amount specified annually by the IRS Is portable, can be rolled over into another qualified retirement plan Employee Assistance Plan (EAP) All District employees are eligible to obtain confidential counseling as well as other work life benefits through EAP. Counseling is provided for problems such as marital issues, family relationships, depression and anxiety, alcohol and drug issues, and/or problems within the workplace at no cost to the employee.

Supplemental Benefits The District offers supplemental benefits to employees at their expense.

Vacation Eligible employees may accrue vacation hours beginning on their first day of employment. Exempt employees begin accruing 4.62 hours per pay period effective their first day of employment or promotion.
