SALARY RANGE

PG-23, $35.74-$53.60 Hourly, $74,339.20-$111,488.00 Annually, Nonexempt

MAJOR FUNCTION

The Supervisory Control and Data Acquisition (SCADA) system monitors and controls numerous water, wastewater, and lift station facilities. Each facility has its own local network in addition to communicating through a County-wide network.

The SCADA Network Analyst is responsible for planning, implementing, and maintaining the County's SCADA network. This person will work to keep the network in compliance with operational technology (OT) cybersecurity standards and assist in maintaining servers, equipment, and software related to the automation of water and wastewater facilities.

ILLUSTRATIVE DUTIES

Under the supervision of the SCADA Manager, this position will perform tasks related to the implementation and maintenance of these networks that include but are not limited to: Troubleshooting network communication issues. Installing, upgrading, and maintaining network equipment such as routers, switches, and firewalls. Deploying system patches and firmware updates. Managing the inventory for network equipment and software. Maintaining a virtual server environment. Performing server and equipment configuration backups. Keeping up to date with OT cybersecurity standards and assisting with their implementation. Improving existing methodologies to ensure proper network operation and security. Working with Windows Server and Active Directory. Working with vendors and contractors on major facility and network upgrades. Providing and updating network and system documentation. Supporting and leveraging security incident and event management tools. Supporting security cameras and electronic access control methods. Being part of an on-call rotation for nights and weekends. Working with networked industrial automation components such as PLCs, VFDs, and HMIs. Developing specifications and SOPs for vendors and internal staff. Understanding and practicing safe work procedures such as the NFPA 70E and OSHA. KNOWLEDGE, SKILLS, AND ABILITIES

Strong troubleshooting and problem-solving skills. In-depth knowledge of enterprise and industrial communication networks. Knowledge of OT cybersecurity standards and general experience with cybersecurity in enterprise environments. Experience with Windows operating systems. Experience with virtual server environments. Experience with PLCs, VFDs, and other industrial controls equipment. Experience with security incident and event management tools. Experience with network switches, routers, and firewalls. Experience with network management software. Ability to communicate clearly, concisely, and effectively, both verbally and in writing. Ability to maintain an effective working relationship with fellow employees and the public. Ability to see colors, ambulate independently, stand, bend, stoop, sit, and drive from work site to provide plant inspections and lift up to 40 pounds. Ability to perform tasks that require hand and eye coordination. Ability to use multi-hand and/or foot controls. Ability to use power drills and hand tools, measuring instruments, and electrical test equipment. MINIMUM QUALIFICATIONS

Graduate of an accredited two (2) year college or technical/vocational school with coursework in computer information systems or computer science and have a minimum of two (2) years' experience in the support of large computer networks or in an industrial control network environment. Must have a valid driver's license and be able to secure a valid Florida driver's license at the time of employment within this classification. A comparable amount of education and experience which provides the required skills, knowledge, and abilities may be substituted for the minimum qualifications. SPECIAL PREFERENCES

Cisco CCNA certification. CompTIA A+, Network+, and Security+ certifications. Windows Server environment experience. VMware experience. Experience with Cisco switches and routers. Experience with VMware ESXi. Experience with Check Point and Fortigate firewalls. VTScada or other HMI software experience. Experience with GE, Modicon, and Siemens PLCs. Experience in the water or wastewater sector. Experience with enterprise-level backup solutions.

SPECIAL REQUIREMENTS

This position shall be required to report for work as directed when a declaration of emergency has been declared in Polk County.
