General Description
The SCADA Network Engineer I is responsible for managing and maintaining SCADA systems and network infrastructure supporting the utility's water treatment, distribution, and wastewater collection processes. This role ensures the continuous, secure, and efficient operation of SCADA systems to monitor and control critical assets such as water pumps, treatment plants, reservoirs, and pipelines. This position works closely with operations, IT, and maintenance teams to optimize performance and reliability. The position reports to the SCADA Operations/Network Manager. Essential Functions
SCADA System Management: Maintain SCADA systems to monitor and control water and wastewater treatment, distribution, and collection systems. Ensure SCADA systems provide real-time data, alarm notifications, and automated control functionality to support operational efficiency. Configure and troubleshoot SCADA devices, including Remote Terminal Units (RTUs), Programmable Logic Controllers (PLCs), Human Machine Interfaces (HMIs), and telemetry systems. Network Maintenance: Manage SCADA network architecture, ensuring robust communication between treatment plants, field assets, and central control rooms. Maintain network devices (e.g., routers, switches, firewalls) and communication protocols (e.g., Modbus, DNP3, TCP/IP, OPC, Ethernet/IP). Maintain reliable connectivity over various communication mediums (e.g., fiber optics, radio, cellular, VPN) for remote water/wastewater assets Cybersecurity and Compliance: Apply network security measures to protect SCADA systems from cyber threats, including firewalls, intrusion detection systems (IDS), VPNs, and access controls. Ensure compliance with industry-specific regulations and standards (e.g., AWWA Cybersecurity Guidelines, NIST, and ISO 27001). Conduct regular security assessments, vulnerability testing, and system audits to safeguard critical infrastructure. Monitoring and Troubleshooting: Monitor the performance of SCADA networks and respond to system failures, communication breakdowns, or alarms in a timely manner. Troubleshoot network connectivity issues and ensure the seamless flow of SCADA data to ensure operational continuity. Collaborate with operations and maintenance teams to diagnose and resolve technical issues affecting the water and wastewater systems. Upgrades and System Optimization: Plan and execute SCADA system upgrades, including hardware replacements, software updates, and network expansions. Optimize network and system performance to minimize downtime, reduce energy consumption, and improve operational efficiencies. Integrate new equipment and technologies into the existing SCADA infrastructure to support system expansions and new processes. Documentation and Training: Develop and maintain accurate documentation of SCADA network configurations, system designs, and operational procedures. Provide training to operations and maintenance personnel on SCADA system functionality, network troubleshooting, and best practices. Prepare reports on network performance, security incidents, and regulatory compliance. Minimum Qualifications
Bachelor's degree in Electrical Engineering, Computer Science, Information Technology, or related field. Minimum of two years of experience with SCADA systems and/or industrial control systems (ICS), preferably in a water/wastewater utility or similar environment. Strong knowledge of SCADA communication protocols (e.g., Modbus, DNP3, OPC, and Ethernet/IP). Experience with network design, configuration, and troubleshooting (e.g., TCP/IP, routers, switches, firewalls, VPNs). Familiarity with cybersecurity best practices and regulations related to critical infrastructure in water and wastewater utilities. Ability to work with remote monitoring systems and telemetry technologies. Strong problem-solving skills and attention to detail. Must possess and maintain a valid State of Florida Class E Driver's License. Preferred Qualifications Certification in SCADA systems (e.g., Wonderware, GE Proficy, Siemens). Networking certifications such as CCNA or equivalent. Knowledge of water and wastewater treatment processes and related operational technologies. Experience with virtualization and cloud-based SCADA solutions.
