This job is budgeted for the following range: $27.57 - $34.47. This position is posted with the full salary range indicating future potential earnings; however, the actual hiring salary for this position is dependent upon relevant experience and qualifications above minimum requirements and position funding. Therefore, all starting salaries above the midpoint require further review and additional approval. This role will allow 2 days per week maximum of remote work once probationary period is successfully completed.

Actively supports and upholds the City's stated mission and values. Performs skilled and technical plan review of construction projects from routine to highly complex designs.

Under direct supervision of the Building Official, employees of this class are expected to exercise considerable independent judgment, initiative, and professional skills and knowledge in the examination of construction plans to ensure compliance with the suite of adopted International Codes and other applicable requirements.

Reporting: This job has partial responsibility for reporting to Federal/State/Local agencies. Examples of the Work Performed

EXAMPLES OF THE WORK PERFORMED (ILLUSTRATIVE ONLY)

Provides excellent customer service to both internal and external customers. Reviews and examines residential and commercial plans to ensure compliance with the suite of adopted International Codes, city construction codes and accessibility requirements. Reviews and examines residential and commercial plans for conformance to non-prescriptive requirements of codes, ordinances and departmental requirements including determining adequacy of structural, electrical, mechanical and plumbing systems as well as conformance of fire resistive systems, emergency exiting systems, project locations. Prepare all required documentation for permit issuance. Evaluates new or alternate building developments, techniques, materials and methods. Confers with architects, engineers, and contractors on design data or to resolve construction problems. Provides specific feedback to designers through phone calls, letters, emails, or meetings as required to solve problems prior to issuance of a building permit. Makes necessary field inspections to determine structural soundness or proper installation of the more complicated structures or systems. Makes suggestions for corrections of defects or inadequacies found and requires that corrections be made to meet the requirements of pertinent city codes, structural engineering standards, and specifications. Performs structural analysis of residential structures for which no engineering is provided. Evaluates all tests of soil bearing values, load tests of buildings and structures, where applicable, and maintains records of tests. Answers questions and advises the public by telephone or at the counter concerning the various building codes and plan check requirements. Assists, inspectors with building code interpretations. Participates as a member of the Inter-Division Staff Meeting (IDS). May represent the city in public presentations to schools, civic groups, and professional societies concerning building matters. Performs related duties as required. Qualifications

MINIMUM REQUIREMENTS

One year of work in a government setting in customer/client service related field (preferably in a building department setting) that concentrates on regulatory requirements and enforcement.

Two years of construction experience with an emphasis on structural fabrication (wood and steel) foundations, concrete, and masonry construction.

Two years of experience with drafting, sketching, and/or working drawing preparation with an emphasis on reading plans and understanding the industry standards,

One year of experience with computer skills (including keyboarding) which includes Microsoft based programs and database entry skills.

Must obtain ICC certification as a residential building plans examiner or commercial building plans examiner within one year of employment date. DESIRED EXPERIENCE AND TRAINING

Bachelor's degree in architecture, engineering, design, construction management or related field.

Training in Project Delivery Systems philosophy or similar management tool. OTHER REQUIREMENTS

Must possess, or obtain upon employment, a valid Arizona driver's license.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES (ILLUSTRATIVE ONLY)

Thorough knowledge of all major types of building construction, materials, and methods. Thorough knowledge of codes and ordinances relating to building construction. Thorough knowledge of structural engineering in the design of reinforced concrete, steel, timber, and other materials as applied to construction of buildings and other structures. Considerable knowledge of electrical, plumbing and mechanical systems as applied to the design and installation of plumbing fixtures and systems and mechanical equipment in buildings. Ability to read and interpret building plans, plat surveys, and specifications of a complex nature and to compare them with construction in process. Ability to interpret and explain gray areas of the code to citizens in an attempt to reach consensus and a common solution acceptable to both parties. Ability to consult with building owners, developers, architects, and contractors and to effect satisfactory relationships. Ability to establish and maintain effective working relationships with other employees and the general public. Ability to use automated software for tracking projects, daily schedules, and work programs. PHYSICAL REQUIREMENTS AND WORKING CONDITIONS

While performing the duties of this job, the employee is frequently required to stand, use hands to finger/handle/feel, reach with hands and arms, talk or hear. The employee is regularly required to walk, sit, climb or balance, stoop, kneel, crouch, or crawl, and the employee is occasionally required to taste or smell. The employee must occasionally lift and/or move up to 10 pounds. Vision requirements for this position include close vision, distance vision, and the ability to adjust focus. Working conditions include occasional exposure to outdoor weather conditions. The noise level in the work environment is usually moderate.
